About this file

This document is a presentation for a Face-to-Face (F2F) site visit conducted by the Air Force Civil Engineer Center on April 23, 2026, regarding a federal contract opportunity for environmental services at Offutt Air Force Base (OAFB).

The contract is titled "F2F Environmental Services for Offutt AFB" and will be executed through a General Services Administration (GSA) Environmental Services (ES) Blanket Purchase Agreement (BPA) now open to competitive bidding. The contract type combines Tasks priced on a Firm Fixed Price (FFP) basis with Travel and Management and Engineering Support (MES) priced on a Time and Materials (T&M) basis. The period of performance is five years, consisting of one base year plus four optional years. The GSA Contracting Officer is Wes Mason, with Neal Hurst serving as Project Manager. The USAF Contracting Officer's Representative is Marisa Gibb. The scope encompasses environmental operations and services across four geographically separate bases in three states, with no work designated as mission essential. The contractor must furnish all personnel, services, equipment, tools, materials, vehicles, supervision, and other requirements unless government-furnished items are specified. Technical and contractual questions must be submitted in writing per the Contracting Officer's instructions, as no questions will be answered during the site visit. All Q&A from the site visit will be shared with all GSA contractors regardless of attendance.

Offutt AFB is a 3,633-acre installation near Omaha, Nebraska, operated by the 55th Wing under Air Combat Command, with major tenants including USSTRATCOM. Environmental program areas include hazardous waste management (96 satellite accumulation points, large quantity generator status), hazardous materials tracking (100+ shops), air quality (1 synthetic minor permit with approximately 329 permitted sources), water quality (industrial stormwater permit with 30+ outfalls requiring sampling and laboratory analysis), cultural resources (24 NHRP-eligible facilities, 4 tribal interactions), solid waste and recycling programs, environmental management systems, and petroleum/oil/lubricants storage tank management (70 aboveground and 26 underground tanks). Data management systems include EESOH-MIS, RCRAinfo, APIMS, and STAR for tracking hazardous materials, air emissions, and tank inventories.
