About this file

This is a draft Performance Work Statement (PWS) for Fence-to-Fence (F2F) Environmental Services at four Air Force installations: Ellsworth AFB, Grand Forks AFB, Minot AFB, and Offutt AFB (GEMO). The Government intends to award a competitive Section 8(a) Set-Aside contract utilizing the OASIS+ GWAC (Environmental Domain) under a hybrid pricing structure (Firm-Fixed-Price, Time and Material, and Cost with No Fee). The contract includes a six-month base period (September 1, 2026 – February 28, 2027) plus four one-year option periods through February 28, 2031.

The contractor shall provide comprehensive environmental services across twelve major task areas: Hazardous Waste Management (including accumulation point operations, recycling programs, and plan updates); Hazardous Material Management (EESOH-MIS tracking, EPCRA reporting, compliance audits); Environmental Sampling and Analysis (waste characterization, stormwater, and wastewater sampling); Air Quality (emissions inventory management, permit renewals for Synthetic Minor at Ellsworth, True Minor at Grand Forks, Title V at Minot, and compliance documentation); Wastewater and Stormwater (NPDES permit renewal, discharge monitoring reports, Storm Water Management Plan updates); Cultural Resources (archaeological and historical surveys with tribal consultation); Solid Waste Management (Integrated Solid Waste Management Plan updates, commodity market analysis); Environmental Management Systems (Environmental Action Plan development); and Petroleum, Oil, and Lubricants Management (SPCC/FRP/ICP plan updates). Key deliverables include monthly progress reports, permit applications, sampling results uploaded to government databases (WET, APIMS, EESOH-MIS), training materials, and GIS-formatted geospatial data. Contractor personnel must meet specific professional qualifications (environmental scientists/engineers with 4-14 years' experience depending on level, hazardous waste specialists with DOT HazMat certifications and commercial driver's licenses with "H" endorsement, and air quality personnel with 3-7 years' experience). The contractor must provide vehicles, forklifts, sampling equipment, and supplies; maintain safety plans and environmental awareness training; coordinate with multiple installation offices; and comply with federal, state, and local environmental regulations. Performance will be evaluated based on technical adequacy, personnel qualifications, quality management systems, and schedule compliance, with government inspection and acceptance of all deliverables within seven calendar days of submission.

· Used Oil Recovery- Tasks are dependent on the base, but examples of the range are as follows: The Contractors help track bulk used oil (including other petroleum products that may be off spec) held at shops. When the shop capacity is met, a local energy service recovery hauler is called by Contractors to bring a bulk tank with a vacuum pump. An alternative is: Maintenance personnel brings oil bowsers/drums etc into HAZMART. HAZMART personnel transfers oil and then is put into a larger storage tank. HAZMART personnel coordinates with used oil hauler for pickups at HAZMART as well as various locations on base. Attachment D shows the average annual recovery efforts.

· Oil Filter Recycling - Oil Filter Recycling - The Contractor shall manage and operate an oil filter recycling program to include on-site or off-site recycling as the method of disposal. If available, the Contractor will crush and properly drain the oil filters to avoid dripping liquids. Oil filters must be crushed and the container free of liquid before it is sent offsite for recycling.

· Absorbents Recycling/Spinning – HAZMART personnel spin out pads in the centrifuge. After the oil is spun out, pads can be thrown out in the regular trash. Hazardous pads need to be collected and sent out as hazardous waste on the DLA contract.

· Anti-freeze Recycling - The Contractor will organize shops to store used anti-freeze until the Contractor can assess if the liquid is gently used and available for recycling. If recycling the material is reasonable, then the Contractor will collect, combine and store at the CAP until pickups.

· Drum Washing/Refurbish/crushing - The Contractor shall operate drum washing and crushing equipment. Reusable drums shall be made available for reuse by the shops, and unusable drums shall be washed, crushed and turned in for scrap metal to the installation by the Contractor

· Shop Rag Recycling/Laundering - The Contractor shall provide services to recycle other regulated waste and materials including Rag Recycling Program Management and physically recycling rags. The rag program will be operated at a single, designated location (e.g., CAP), and will include an exchange program such that users, after initial participation in the program, must turn in used rags in order to receive fresh rags. The Contractor shall plan, develop, implement, and maintain a rag recycling program for maintenance and CE base shops. [Note: Process authorization considerations are listed in the CE hazmat playbook. Process authorizations for HM submitted by the Contractor must take into account the inputs from the Bioenvironmental Engineering and Safety offices regarding potential health and safety risks to government personnel and resources. CE is the only authorizing office that can approve or disapprove a HM authorization submitted by the Contractor. Therefore, CE must, at a minimum, assess whether the authorized Contractor HM usage may cause violations of environmental, fire protection, or emergency response requirements or create health and safety hazards. Concerns or disapprovals of authorizations must be worked through the MPM.]
