About this file

This document is a presentation for a face-to-face site visit held on 21 April 2026 regarding environmental services contract opportunities at Minot Air Force Base (AFB).

Acquisition Overview: The Air Force Civil Engineer Center, in partnership with GSA, is soliciting F2F Environmental Services for Minot AFB through a competitive Environmental Services (ES) Blanket Purchase Agreement (BPA). The contract vehicle uses a hybrid pricing model with Tasks awarded on a Firm Fixed Price (FFP) basis and Travel & Management & Evaluation Services (MES) on a Time & Materials (T&M) basis. The contract period of performance spans five years comprising one base year and four optional years. The acquisition team includes Marisa Gibb (USAF Contracting Officer's Representative), Wes Mason (GSA Contracting Officer), and Neal Hurst (GSA Project Manager). All vendor communication must proceed through the GSA contracting officer; offerors may not contact AFCEC or base personnel directly. No questions will be answered during the site visit; all technical and contractual questions must be submitted in writing per contracting officer instructions, with written responses taking precedence over verbal statements made during the visit.

Scope and Installation Details: The contract covers environmental operations and services across four geographically separate military installations in three states. At Minot AFB specifically, the 5,090-acre installation in North Dakota, home to the 5th Bomb Wing and 91st Missile Wing, requires comprehensive environmental management across hazardous waste and materials, air quality, water quality, cultural resources, solid waste/recycling, environmental management systems, and petroleum, oil, and lubricants (POL) storage tank management. The base operates under one Title V air permit with approximately 1,269 permitted sources, manages 85 satellite accumulation points for hazardous waste as a Large Quantity Generator, maintains two industrial stormwater permit outfalls requiring field sampling and lab analysis, operates two wastewater permits, and maintains 189 above-ground storage tanks and 175 underground storage tanks. The contractor must furnish all personnel, services, equipment, tools, materials, and vehicles necessary to perform work unless otherwise specified, with no work deemed mission essential.
