About this file
This document is a presentation for an F2F (Face-to-Face) Site Visit for Ellsworth Air Force Base conducted by the Air Force Civil Engineer Center on April 22, 2026.
Acquisition Overview and Timeline: The contract is titled "F2F Environmental Services for Ellsworth AFB" and utilizes the ES BPA (Environmental Services Blanket Purchase Agreement) as a competitive vehicle. The contract type is Tasks-FFP (Fixed-Price) with Travel & MES (Materials, Equipment, and Services) on a Time & Materials basis. The Period of Performance spans 5 years with 1 base year plus 4 option years. The acquisition team includes USAF Contracting Officer's Representative Marisa Gibb and GSA Contracting Officer Wes Mason with Project Manager Neal Hurst. The RFQ timeline includes a Vendor Questions Due date (specific dates not filled in on the presentation) with an anticipated government response and RFQ closing date, followed by an estimated award date. Requests for Information received after the required due date will not be accepted. Ground rules stipulate that site visit attendance is voluntary with no government reimbursement, offerors must not contact AFCEC or Base personnel directly, all communication must go through the GSA CO/PM, and no questions will be asked or answered during the site visit itself—written responses take precedence over any verbal information provided.
Scope of Work and Environmental Program Areas: The contract encompasses environmental services for a 5,516-acre installation in Rapid City, South Dakota, home to the 28th Bomb Wing operating B-1B Lancers. The contractor must furnish all personnel, services, equipment, tools, materials, vehicles, supervision, and other requirements necessary to perform work unless otherwise designated as government-furnished. No work or task is considered mission essential. The scope includes eight primary environmental program areas: Hazardous Waste (95 Satellite Accumulation Points, cradle-to-grave tracking via EESOH-MIS, Large Quantity Generator status); Hazardous Materials (101+ shops requiring tracking via EESOH-MIS with annual Tier 2 EPCRA and TRI reporting); Air Quality (1 Synthetic Minor permit with 637 permitted sources and monthly/12-month rolling limits); Water Quality (Industrial Storm Water Permit with six outfalls requiring field sampling and laboratory analysis); Cultural Resources (13 NHRP-eligible historical facilities, 5 archaeological sites, 28 tribal interactions, ICRMP due 2027); Solid Waste/Recycling (diversion program and QRP managed through CEIE); Environmental Management System support; and POL Storage Tanks (96 ASTs, 30 USTs, 1 ODPCP with ISP being separated into SPCC/FRP/Gold Plan during the base year). Data management systems include EESOH-MIS, Hazconnect, RCRAinfo, APIMS, STAR, WET, SLEIS, CERIS, Power Home, and Refrigerant tracking systems. Table 1 of the PWS distinguishes between Basic requirements (included annually) and Optional requirements (exercised via modification based on bona fide need and funding).
