F2F Site Visit Presentation for Grand Forks AFB Environmental Services
This is a presentation document for a face-to-face site visit conducted on April 20, 2026, by the Air Force Civil Engineer Center (AFCEC) at Grand Forks Air Force Base (GFAFB). The acquisition covers F2F Environmental Services for GFAFB under a General Services Administration (GSA) contract vehicle using an Environmental Services BPA (now competitive). The contract structure includes Tasks-FFP pricing with Travel and Miscellaneous Equipment Services (MES) priced on a Time and Materials basis. The period of performance is five years (1 base year plus 4 option years). The GSA Contracting Officer is Wes Mason, with Project Manager Neal Hurst and USAF Contracting Officer's Representative Marisa Gibb. The site visit established ground rules that all technical or contractual questions must be submitted per solicitation instructions (with a vendor questions due date identified but not specified in this presentation), no questions will be answered during the site visit, written responses take precedence over verbal information, and Q&A will be shared with all GSA contractors regardless of attendance. Vendor attendance is voluntary with no government reimbursement provided.
GFAFB is a 5,745-acre installation in Grand Forks, North Dakota, hosting the 319th Reconnaissance Wing under Air Combat Command (ACC) with primary missions in Intelligence, Surveillance, and Reconnaissance (ISR). The environmental services scope encompasses eight program areas: Hazardous Waste (8 Satellite Accumulation Points, Small Quantity Generator status, 2 270-day accumulation sites), Hazardous Materials (tracked via EESOH-MIS with 50+ shops requiring hazardous materials and EPCRA reporting), Air Quality (1 True Minor permit with approximately 1,000 permitted sources), Water Quality (Industrial Storm Water Permit with 4 outfalls requiring monthly sampling and Wastewater Permit with 2 outfalls, both administered through North Dakota DEQ systems), Cultural Resources (Integrated Cultural Resources Management Plan due 2027, 24 tribes with consultation requirements, 3,277.42 acres requiring Class III Archaeological survey), Solid Waste (no Qualified Recycling Program due to local market constraints), Environmental Management System maintenance, and Petroleum, Oil, Lubricants (POL) Storage Tank management (67 above-ground tanks and 19 underground tanks with current SPCC/FRP plans). The contractor must furnish all personnel, services, equipment, tools, materials, vehicles, and supervision, with no tasks designated as mission-essential. Base access is available through Main Gate (24/7) and South Gate (Monday-Friday, 0630-1700, commercial inspections beginning 0700).
