About this opportunity

Argonne National Laboratory, under the Department of Energy Office of Science, seeks a femtosecond laser system including installation and on-site operator training, with responses due August 7, 2026 at 12:00 PM CDT. Evaluation is lowest price, technically acceptable; no set-aside applies.

Place of performance is Lemont, Illinois 60439 (FOB Destination/DAP). The system must achieve ten critical technical specifications: femtosecond pulse duration at the fundamental wavelength; repetition rate of 3–5 kHz; pulse energy up to 5 mJ at the fundamental wavelength; simultaneous achievement of both pulse energy and repetition rate without trade-offs; continuously tunable output across 320 nm to 16,000 nm wavelength range with sufficient pulse energy maintenance across the entire tuning range; wavelength tunability through integrated optical parametric amplification and frequency-conversion architecture (not third-party add-ons); provision as a single vendor-integrated solution with no requirement for supplemental third-party components; and achievement of full specified wavelength coverage and pulse energy performance. Delivery is targeted for October 2026. The NAICS code is 334413, Semiconductor and Related Device Manufacturing; PSC is 5850, Visible and Invisible Light Communication Equipment.

Offerors must provide a completed ANL-70 Request for Quotation, a list of capabilities aligned with technical requirements including compliance evidence, country of origin documentation consistent with FAR 52.225-1 Buy American thresholds (65 percent domestic content for calendar years 2024–2028 deliveries), lead time and proposed delivery and installation schedules, and a completed ANL-70B Representations and Certifications form. On-site performance requires General Liability insurance of $2,000,000 per occurrence with $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, and Workers Compensation at statutory limits plus $1,000,000 employers' liability, with the Laboratory and Government named as additional insureds. Contractors must comply with environment, safety, and health requirements under 10 CFR 851 and OSHA standards, submit a Job Safety Analysis prior to work commencement, and maintain an on-site ES&H Representative during all work. Questions should be directed to Contracting Officer Molly Hunter at mollyhunter@anl.gov.

EVALUATION IS BASED ON LOWEST PRICE, TECHNICALLY ACCEPTABLE CRITERIA

Argonne National Laboratory is seeking a Femtosecond Laser System, including installation and on-site operator training, for use at Argonne National Laboratory (ANL).

Please review the Request for Quotation ANL-70 dated July 31, 2026, and all attached technical requirements for the complete required system capabilities, and provide documentation and evidence to support the offeror’s adherence to the requirements no later than 12:00 PM CDT on August 7, 2026.

We will need a response to the following documentation and considerations:

  1. Completed and signed ANL-70 Request for Quotation

  2. List of capabilities aligned with the Technical Requirements, including evidence demonstrating compliance with the required specifications for the fully integrated femtosecond laser system, installation, and on-site operator training

  3. Country of Origin*

  4. Lead time from Purchase Order to final delivery to Argonne, FOB Destination / DAP Lemont, IL 60439, including proposed schedule for delivery, installation, and on-site operator training

  5. Completed and signed ANL-70B Reps and Certs

Please send any questions to the Contracting Officer, Molly Hunter, at mollyhunter@anl.gov. We are looking forward to reviewing your offer.

* Country of Origin should be consistent with the definition stated in FAR 52.225-1, Buy American—Supplies, in which “the cost of its components mined, produced, or manufactured in the United States exceeds 60 percent of the cost of all its components, except that the percentage will be 65 percent for items delivered in calendar years 2024 through 2028 and 75 percent for items delivered starting in calendar year 2029. Components of foreign origin of the same class or kind as those that the agency determines are not mined, produced, or manufactured in sufficient and reasonably available commercial quantities of a satisfactory quality are treated as domestic. Components of unknown origin are treated as foreign.”
