About this opportunity
The National Institutes of Health, Office of the Director, Office of Acquisitions, is soliciting quotes on behalf of the National Heart, Lung, and Blood Institute (NHLBI) for one Spectra-Physics InSight X3 Dual Ultrafast Laser System, with responses due November 20, 2026 at 11:00 AM EST. The requirement is brand-name-only under FAR 13.106-1(b)(1)(i) and FAR 12.603 streamlined commercial procedures, with competition limited to the OEM and its authorized distributors. No set-aside is used, and the requirement is unrestricted.
Delivery is to Building 10, Room 8C214, NIH/NHLBI, 10 Center Drive, Bethesda, MD 20892. The Laboratory of Advanced Microscopy and Biophotonics will integrate the laser with an existing Thorlabs Veneto inverted multiphoton microscope. Offerors other than Newport Corporation/MKS Instruments/Spectra-Physics must submit an OEM Letter of Authorization verifying authorized distributor status. Gray market, refurbished, or unauthorized equipment will be deemed technically unacceptable. Equipment must be new and factory-original, with pulse widths of 100 fs, tunable output across 680-1300 nm, dual synchronized output at 1045 nm (>3.5 W), and minimum optical power from >1.0 W at 700 nm to >1.4 W at 1200 nm. The scope includes on-site installation, optical alignment, operator training, and a 12-month unlimited-hours warranty with remote serviceability and on-site field support.
The acquisition has two line items: the laser system (CLIN 0001) and shipping, handling, installation, and training (CLIN 0002). Pricing must be firm-fixed, inclusive of all surcharges, with no allowance for unilateral post-award price increases. The Government expects the award to fall under the simplified acquisition threshold.
Evaluation factors are technical capability, price, delivery schedule, and past performance. Technical capability, delivery schedule, and past performance combined are significantly more important than price. Among technically acceptable quotes with comparable delivery and past performance, price is the determining factor. Submissions go electronically to nicholas.capobianco@nih.gov and must include unit and total pricing broken out by equipment, surcharges, and shipping, delivery timeframe, F.O.B. point (destination preferred), catalog number (INSIGHT X3 DUAL), technical datasheet, UEI, TIN, and business size certification. NAICS is 334516 with a 1,000-employee size standard. PSC is 6640.
