About this file

This is a technical requirements document and supplier quote addendum for a Femtosecond Laser System procurement by Argonne National Laboratory (ANL). The procurement (Purchase Req G6-180002) uses a Lowest Price Technically Acceptable (LPTA) evaluation strategy, with a response deadline of August 7, 2026 at 12:00 PM CDT. The system must be delivered to ANL in Lemont, Illinois by October 2026, with the supplier responsible for delivery, installation, and on-site operator training. All suppliers must provide their best schedule and evidence of compliance with the technical requirements.

The required femtosecond laser system must meet ten critical technical specifications: femtosecond pulse duration at the fundamental wavelength; a repetition rate of 3-5 kHz; pulse energy up to 5 mJ at the fundamental wavelength; simultaneous achievement of both the specified pulse energy and repetition rate without trade-offs; continuously tunable output across 320 nm to 16,000 nm wavelength range; sufficient pulse energy maintenance across the entire tuning range; wavelength tunability through an integrated optical parametric amplification and frequency-conversion architecture (not third-party add-ons); provision as a single, vendor-integrated solution; no requirement for supplemental third-party components; and achievement of full specified wavelength coverage and pulse energy performance. Offerors must document any exceptions to these requirements or provide evidence of full compliance. Additional required submissions include the completed ANL-70 Request for Quotation, country of origin documentation (consistent with FAR 52.225-1 Buy American requirements), lead time and delivery schedule, and the signed ANL-70B Representations and Certifications form. Questions should be directed to Contracting Officer Molly Hunter at mollyhunter@anl.gov.

Purchase Req G6-180002

Lowest Price Technically Acceptable – Procurement Strategy Dated 07/31/2026 – Addendum to Supplier Quote

(TO BE FILLED OUT BY ALL OFFEROR’S – areas in red below)

PROCUREMENT DESCRIPTION: This procurement is to purchase a Femtosecond Laser System, including installation, and on-site operator training. The system shall be a fully integrated laser system meeting all technical and performance requirements specified below.

1. Delivery at ANL is requested by October 2026. Supplier to provide their best schedule including delivery, installation and on-site operator training.

___________________(Manufacturing Company Name) will provide all items no later than ______________.

2. The system shall employ femtosecond pulse duration technology at the fundamental wavelength.

___________________(Manufacturing Company Name) takes the following exceptions to the technical requirements:

List each exception (if there are no exceptions, please provide evidence that all requirements will be met).

3. The system shall provide a repetition rate of 3–5 kHz.

___________________(Manufacturing Company Name) takes the following exceptions to the technical requirements:

List each exception (if there are no exceptions, please provide evidence that all requirements will be met).

4. The system shall deliver up to 5 mJ of pulse energy at the fundamental wavelength. ___________________(Manufacturing Company Name) takes the following exceptions to the technical requirements:

List each exception (if there are no exceptions, please provide evidence that all requirements will be met).

5. The system shall simultaneously achieve both the specified pulse energy (up to 5 mJ) and the specified repetition rate (3–5 kHz); systems that achieve one parameter only at the expense of the other do not meet this requirement. ___________________(Manufacturing Company Name) takes the following exceptions to the technical requirements:

List each exception (if there are no exceptions, please provide evidence that all requirements will be met).

6. The system shall provide continuously tunable output across a wavelength range of 320 nm to 16,000 nm.

___________________(Manufacturing Company Name) takes the following exceptions to the technical requirements:

List each exception (if there are no exceptions, please provide evidence that all requirements will be met).

7. The system shall maintain sufficient pulse energy across the entire specified tuning range (320 nm–16,000 nm) to support the proposed experimental applications.

___________________(Manufacturing Company Name) takes the following exceptions to the technical requirements:

List each exception (if there are no exceptions, please provide evidence that all requirements will be met).

8. Wavelength tunability shall be achieved through an integrated optical parametric amplification and frequency-conversion architecture (e.g., harmonic generation, sum-frequency, and difference-frequency conversion stages) supplied as a unified system rather than through third-party add-on components.

___________________(Manufacturing Company Name) takes the following exceptions to the technical requirements:

List each exception (if there are no exceptions, please provide evidence that all requirements will be met).

9. The complete system (laser source, amplifier, and frequency-conversion modules) shall be provided as a single, vendor-integrated solution to minimize system integration complexity and technical risk.

___________________(Manufacturing Company Name) takes the following exceptions to the technical requirements:

List each exception (if there are no exceptions, please provide evidence that all requirements will be met).

10. The proposed solution shall not require procurement of supplemental components from third-party vendors to achieve the full specified wavelength coverage and pulse energy performance.

___________________(Manufacturing Company Name) takes the following exceptions to the technical requirements:

List each exception (if there are no exceptions, please provide evidence that all requirements will be met).
