About this opportunity
The Federal Emergency Management Agency (FEMA) issued this unrestricted solicitation (70FBR625R00000008) seeking technical assistance to support the Hermit's Peak/Calf Canyon Claims Office in processing claims related to a major fire disaster in New Mexico. The solicitation required contractors to provide up to 350 technical personnel with expertise in claims processing, disaster-related assessments, policy interpretation, and relevant technology systems to support expeditious and accurate processing of approximately 28,000 claims. Key contract requirements included deploying a minimum of 200 staff within 30 days of award, maintaining staffing levels of up to 300 during the base period, and ensuring at least 15% of personnel held current National Flood Insurance Program (NFIP) certification. The evaluation was conducted on a best-value basis through a two-phase competition, with Phase I proposals due June 4, 2025, and Phase II proposals due June 13, 2025, following a questions deadline of May 20, 2025. The government anticipated award on or about July 1, 2025, for a single commercial time-and-materials contract with a one-year base period and two one-year option periods.
This solicitation carried no set-asides and identified no incumbent contractors. The contract was valued at up to $24.5 million and required comprehensive staffing across multiple roles including Program Managers, Claims Reviewers, Quality Control Specialists, Site Inspectors, Subject Matter Experts, Team Leads, and administrative support personnel. The contract period began July 1, 2025, with a primary objective to issue determination letters within 90-180 days of claim acknowledgment and process claims within 25 calendar days. The place of performance was Santa Fe, New Mexico, where the Claims Office was established to manage the disaster recovery effort. However, the solicitation was placed on hold as of July 21, 2025, and was ultimately canceled in its entirety effective November 14, 2025, due to transitioning requirements.
