About this opportunity
FEMA's Continuous Improvement Division is seeking a Blanket Purchase Agreement (BPA) for Disaster Continuous Improvement Support Services under GSA's Multiple Award Schedule Professional Services Category. The solicitation requires contractors to provide comprehensive support including program management, data collection, analysis, product development, training, technical assistance, systems support, disaster readiness operations, and after-action reviews. Eligible offerors must be other-than-large businesses with an active GSA MAS contract under NAICS code 541611, with key personnel requirements including a BPA Program Manager, CIIS Project Lead, CITAP Project Lead, and Disaster After-Action Review Lead. The government will evaluate proposals on a best-value basis, with a focus on technical capabilities demonstrated through two detailed project scenarios. Important dates include questions due by January 28, 2025, at 12:00 PM ET, and proposals due by February 24, 2025, at 12:00 PM ET.
The solicitation is an unrestricted competition for GSA MAS contract holders, with the incumbent being The CNA Corporation under the previous BPA. The estimated contract value is $42 million, covering a 12-month base period and four 12-month option periods, with the anticipated start date on or before May 19, 2025. The place of performance will include contractor facilities, FEMA Headquarters in Washington, DC, and various disaster field locations. The pricing structure includes 48 labor categories requiring bachelor's degrees, with fully burdened labor rates and potential deployment scenarios ranging from 5-6 contractors during standard operations to over 80 contractors during catastrophic events. The BPA will support FEMA's Continuous Improvement Program's mission of analyzing training, exercises, and real-world events to identify lessons learned and improve disaster response capabilities.
