About this file
This document is Attachment C (Technical Project Scenarios) for FEMA solicitation 70FA2025Q00000006, outlining two technical scenarios that offerors must respond to as part of their proposal submissions. The first scenario requires conducting a national After-Action Report covering three FEMA Regions and 6 states/territories, involving over 3,000 deployed Federal Employees across six field offices. Offerors must detail their approach across six tasks: project management, requirements identification, data collection, analysis/validation, findings development, and report finalization. The final report must be 75-100 pages with 30-40 findings.
The second scenario involves designing, developing, and maintaining an external portal for the Continuous Improvement Information System (CIIS) accessible to federal agencies and state/local/tribal/territorial partners. The portal must enable sharing after-action reports, manage/track actions against findings, and provide analytical capabilities. Offerors must address six tasks: project management, design, development, testing, training, and release. For both scenarios, responses are limited to 15 pages using 12-point font, and offerors must complete provided tables detailing proposed resources, labor categories, technical skills, and key personnel experience. All proposed labor categories must align with the offeror's GSA Schedule SIN #874-1 and approved BPA price schedule.

The resulting product will be a final report approved by the FEMA Administrator to be released publicly. It is expected to be 75-100 pages, and a comprehensive set of 30-40 findings with courses of action for program offices to take actions on.
Please describe the methodologies and deliverables associated with performing each of the following tasks (and resources including labor mix and level of effort):
• Task 1: Project Management o Determine the appropriate project management products, processes, and systems to complete this task and deliverables in 12 months.
• Task 2: Identify the Requirements o Determine the report priorities and focuses.
o Determine the relevant stakeholders and engagement strategy.

Your company receives a call order with a 12-month period of performance (efforts may be multiyear or extended based on the initial tasks, level of effort required. and scope of work) to build CIIS out to include an external portal accessible to other federal agencies and state, local, tribal, and territorial (SLTT) partners. The portal needs to accomplish three primary functions:
1) place where organizations can share their after-action review reports; 2) functionality to allow organizations to manage and track their actions against findings and observations in a secure and access-controlled manner, and 3) analytical capabilities that provide insight and learning from available data to users to inform their preparedness and operations.
Please describe the methodologies and deliverables associated with performing each of the following tasks:
• Task 1: Project Management o Determine the appropriate project management products, processes, and systems to support this task for a 12-month period of performance.
o Identify known or projected requirements or risks for project success (project timeline, risk matrix, QA/QC Plan etc.).
• Task 2: Design o Describe the tasks and activities for designing a solution for this functionality.
o Outline the critical information necessary for project success.
o Discuss the requirements analysis process and stakeholders to be involved.
• Task 3: Development o Describe the development process you would use, and how you would manage for quality.
o Note the success metrics to monitor throughout the development.
• Task 4: Testing o Describe the process to test the functionality.
o Articulate the revision processes to address testing findings and ensure requirements are met.
• Task 5: Training o Describe the approach to ensuring user adoption, success, and engagement.
o Specify details and factors that will help meet success factors from training.
• Task 6: Release o Describe the functionality release rollout plan.
o Outline critical success factors for the ongoing operations and maintenance of these system elements.
