About this opportunity

The U.S. Army 409th Contracting Support Brigade issued a sole source justification notice on April 7, 2026, for the continuation of facilities maintenance and repair services at U.S. Army Garrison Rheinland-Pfalz (USAG-RP) in Germany under a Total Maintenance Contract extension valued at $51.9 million. The contract services encompass facility operations, maintenance and repair of real property, building equipment maintenance, utilities management, grounds maintenance, pest control, environmental protection, and minor construction work across the Kaiserslautern Military Community Area of Responsibility. The sole source extension to incumbent contractor Vectrus Federal Services GmbH was justified under 10 U.S.C. Section 3204(a)(1) based on the requirement that only one responsible source could satisfy agency needs without unacceptable delays, specifically due to a Court of Federal Claims bid protest (No. 26-175) filed against a new contract award on December 30, 2025, which necessitated a continuity bridge to prevent service disruption. The extension will run for seven months from April 1, 2026, through October 31, 2026, with the contract structure comprising approximately 76 percent Firm Fixed Price task orders and 24 percent Time and Materials work, and will be funded through Fiscal Year 2026 Operations and Maintenance Army funds.
