About this opportunity
The Federal Aviation Administration's Air Traffic Organization, Power Services Group is conducting a market survey and capability assessment for supply, replacement, and repair of battery systems at approximately 2,500 FAA National Airspace System facilities located in the United States and its territories, with responses due by September 22, 2026.
The anticipated procurement is a five-year IDIQ contract consisting of a one-year base period and four one-year option periods. Work encompasses Commercial-off-the-Shelf battery systems (Valve Regulated Lead Acid, Vented Lead Acid, and Nickel-Cadmium), Automated Battery Monitors, building ventilation modifications, spill containment systems, and comprehensive services including delivery, installation, repair, recycling and disposal, warranty processing, testing, maintenance, and troubleshooting across geographically dispersed FAA sites nationwide and in territories.
The primary North American Industry Classification System code is 335911 (Battery Manufacturing) with a 1,250-employee size standard. Interested vendors must submit a completed Capability Form (Appendix A) documenting three previous and three current contracts performed within five years of similar size, scope, and complexity; confirm capability across Program Management, COTS battery supply, delivery, recycling, replacement, battery monitoring system installation, depot support, and technical services; and demonstrate experience with VLA, VRLA, and Nickel-Cadmium systems, building ventilation modifications for hydrogen control, asbestos remediation, and service delivery across nine FAA regional areas in CONUS and OCONUS locations. All systems must comply with OSHA standards, IEEE practices, NFPA codes, and FAA orders. The FAA has published a Draft Statement of Work, Draft Equipment Characteristics specification, and Draft CLIN Structure for vendor review. Personnel performing asbestos work must hold OSHA Class III certification.
Notice text
INTRODUCTION
The Federal Aviation Administration (FAA)'s Air Traffic Organization (ATO), Power Services Group (PSG) is conducting a Market Survey to ascertain current market conditions and vendor capabilities for a follow-on requirement for supply, replacement, and repair of battery systems at FAA National Air Space (NAS) facilities located in the United States and its territories.
BACKGROUND
The FAA’s PSG requires Commercial-off-the-Shelf (COTS) battery systems and services to support NAS facility backup power requirements. The battery systems, equipment, and accessories must consist of COTS/Non-Developmental Items (NDI) conforming to requirements as described or as noted Attachment J.02, Battery System Equipment Characteristics.
A Draft SOW and Draft specification are attached to this market survey outlining requirements with significantly more detail. Vendors are strongly encouraged to review the attachments for the best understanding of the FAA's requirements. The requirement is anticipated to be a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) type contract, consisting of a one (1) year base period and four (4) one-year option periods. The anticipated period of performance is subject to change at the FAA’s discretion.
CAPABILITY STATEMENT:
In order to make the best determination, the FAA requires interested vendors to fill out Appendix A, Capability Form
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 335911, with a size standard of 1,250 employees. If you believe that another NAICS code is more appropriate to the work specified in this market survey, include supporting justification with your alternate NAICS code. Suggestion of an alternate NAICS code does not require that the work be set aside or solicited under that alternative code.
NATURE OF COMPETITION
This Market Survey is conducted, in part, to determine whether adequate competition exists to set aside the competition among qualified small businesses, as certified by the Small Business Administration (SBA), that meet the applicable size standards for this procurement as specified above. With that said, this Market Survey is intended to seek information from interested vendors of all sizes and types. The acquisition strategy and the nature of this procurement has yet to be determined. The FAA may decide to do an unrestricted competition or a full or partial set-aside.
