About this file

This is a draft equipment characteristics specification document for battery systems required by the FAA's Power Services Group to support National Airspace System (NAS) facility backup power requirements. The specification establishes technical requirements for lead-calcium flooded cell batteries (FCB), nickel-cadmium batteries, and valve-regulated lead acid (VRLA) battery systems across four primary applications: Very High Frequency Omnidirectional Ranging (VOR) at 36VDC; Uninterruptable Power Systems (UPS) at 480VDC; Direct Current Back-up Systems (DC BUS) at 24VDC and 48VDC; and Control Power (CP) systems at 120VDC. Proposed battery systems must demonstrate either five years of proven commercial market service or undergo FAA testing to confirm performance compliance, with availability required at both system and component levels.

The specification details comprehensive technical requirements for each battery type and application, including electrical configurations (constant current and power discharge ratings at specified operating temperatures between 66°F and 85°F), mechanical configurations with rack specifications (primarily two-tier construction with acid-resistant materials and seismic suitability), design life requirements (minimum 20 years for FCB systems, 10 years for VRLA systems), and terminal specifications with copper-reinforced construction. All battery systems must be furnished with associated components including inter-cell connectors, terminal lugs, flame-arrestor vent caps, insulated covers, and spill containment systems with self-neutralizing pillows. Where directed by the FAA, systems must include automated battery monitors (ABM) with voltage, resistance, current, and temperature monitoring capabilities, along with battery management systems that record discharges and provide remote alarm reporting with network connectivity. Supporting equipment requirements include battery lifts, spill response kits, eyewash stations (15-minute or 1-gallon flush capacity), flex bus hardware, and building ventilation modifications. All specifications reference compliance with applicable OSHA standards, IEEE practices, NFPA codes, and FAA orders governing electrical safety, hazardous materials handling, and occupational safety.
