About this opportunity
The Department of the Air Force Materiel Command seeks industrial water treatment services for cooling towers, boilers, heating systems, and closed-loop systems at Wright-Patterson Air Force Base, Ohio, with proposals due October 13, 2026. The procurement is set aside 100% for small businesses and carries a firm fixed-price and requirements contract structure with a base period of December 1, 2026 through November 30, 2027, four one-year options extending through November 2031, and a six-month extension through June 30, 2032.
Place of performance is WPAFB, Ohio. The contractor must provide all personnel, chemicals, materials, and laboratory support. At least one contractor employee must hold current Certified Water Technologist certification from the Association of Water Technologists. Contractor responsibilities are strictly limited to testing and chemical treatment; the contractor shall not operate equipment, perform physical cleaning, mechanical descaling, drain-down/refill, lockout/tagout, or confined-space work. Services are required five days per week, excluding Federal holidays. All contractor and subcontract personnel requiring logical or physical facility access must obtain Common Access Cards through the Contractor Verification System. Base line items (CLINs 0001–0009) cover cooling tower and heating system services for the main facility and medical center, plus five analytical services (metallurgical, embrittlement, resin, steam purity analyses, and studies); option and extension line items mirror the base structure. The NAICS code is 221310 with a $41 million size standard. The pricing schedule must be submitted in both PDF and Excel formats with verifiable calculations. Offer validity is 180 days from the proposal due date. Evaluation weighs Technical Capability and Price equally; proposals rated Unacceptable on the Technical factor are unawardable at any price. Award goes to the responsible offeror with Acceptable technical rating and lowest Total Evaluated Price, provided price is not unbalanced and is fair and reasonable. The Government reserves the right to award without discussions or make no award based on proposal quality and price reasonableness.
