About this file

This is a Questions and Answers (Q&A) document addressing 38 inquiries from potential offerors regarding an industrial water-treatment contract opportunity with the U.S. Air Force.

The contract involves recurring test-and-treat services for boiler and water systems at Wright-Patterson Air Force Base. Contractor responsibilities are strictly limited to testing, treatment, and reporting functions; contractors shall not operate equipment, perform physical cleaning, mechanical descaling, or conduct drain-down/refill or lockout/tagout operations. At least one contractor employee must hold a current Certified Water Technologist certification from the Association of Water Technologists. The contractor must provide all chemicals required for service performance, including procurement, delivery, triple-rinsing, and proper disposal of containers, with Government-provided storage limited to a 30-day supply. Boiler-water treatment must comply with ASME guidelines without chelants, with separate feedwater limits for 0–300 psig and 301–450 psig systems. Daily service means five days per week, excluding Federal holidays. This is a recurring requirement with predecessor contract FA860122C0003; historical workload and award-value information is available through USAspending.gov or FPDS under Contracting Activity FA8601. Proposals are due to ashley.schneider.2@us.af.mil and must remain valid for 180 days. Recurring monthly service CLINs are firm-fixed-price regardless of actual chemical usage, with non-routine laboratory costs rolled into monthly CLINs. Subcontractor contracts do not satisfy past-performance requirements, and no site visit will be hosted. Offerors must comply with applicable Service Contract Labor Standards wage determinations and may propose technically equivalent treatment products only with prior Government approval.

14 Medical Center Requirements Are Legionella testing, water-management-plan support, or additional microbiological testing required beyond dip-slide testing?

Only testing identified in the PWS is required. If a test is not listed in the PWS, it is not required.

15 Equipment Access / Internal Inspections Who opens and closes equipment, performs drain-down/refill, lockout/tagout, confined-space support, and mechanical disassembly/reassembly?

Contractor responsibilities are limited to test-and-treat functions. The contractor is not required to perform equipment operation, mechanical preparation, drain-down/refill, lockout/tagout, confined-space support, or mechanical disassembly/reassembly.

16 Boiler Chemistry / ASME Limits What chemistry ranges apply by boiler pressure class, what standard applies, and are limits pressure-specific?

Refer to PWS paragraph 1.11. The contractor shall evaluate the boiler-feedwater program for compliance with ASME control parameters. The PWS provides separate boiler-feedwater limits for

0–300 psig and 301–450 psig systems.

17 Equivalent Treatment Products May technically equivalent treatment products be proposed; what approval is required? Specifically, what information supports an equivalent to J-Poly M540?
