About this file
This is a Questions and Answers (Q&A) document for a federal industrial water-treatment service contract solicitation at Wright-Patterson Air Force Base.
The requirement involves recurring test-and-treat services for boiler and heating systems, with contractor responsibilities strictly limited to water testing and chemical treatment functions. The contractor must provide a Certified Water Technologist and all required chemicals, including procurement, delivery, and proper disposal. Services are required five days per week on Government business days, excluding Federal holidays. The boiler-water treatment program must comply with ASME guidelines without chelants. Baseline testing applies to seasonal systems upon operation, and annual reports cover the Government fiscal year (October 1 through September 30). The contractor shall not perform equipment operation, mechanical preparation, drain-down/refill, lockout/tagout, confined-space support, disassembly/reassembly, or physical cleaning or descaling; the Government will handle equipment repairs and replacements based on contractor reports. Contractors may propose technically equivalent treatment products but cannot implement them without prior Government approval. Storage is limited to Government-provided locations with a 30-day supply maximum. Non-routine laboratory testing (metallurgical, embrittlement, resin, steam-purity analyses, and studies) shall be performed by certified personnel, with costs rolled into recurring monthly Contract Line Item Numbers (CLINs). Recurring monthly service CLINs are firm-fixed-price regardless of actual chemical usage. The predecessor contract number is FA860122C0003; historical award and spending information is available through USAspending.gov. A corrected pricing workbook addressing formula discrepancies will be issued by solicitation amendment. Proposals must be submitted to ashley.schneider.2@us.af.mil and remain valid for 180 days. This requirement is considered mission-essential.

Annual reports shall cover the Government fiscal year, 1 October through 30 September.
10 New / Repaired System Testing What historical or estimated annual quantity of new/repaired-system third-party testing should offerors use for pricing?
Historical or estimated annual quantities are not available. Required services will be requested on an as-needed basis in accordance with the PWS.
11 Historical Workload / Chemical Usage Will historical consumption, makeup-water, laboratory, service-call, testing, and study information be released; if not, should offers rely on the solicitation package?
Historical workload documentation is not available. Offerors shall develop proposals using the solicitation, its attachments, and subsequent amendments. Required services will be requested on an as-needed basis in accordance with the PWS.
12 Historical Award Value What was the award value of the predecessor requirement?

The contractor shall provide all chemicals required to perform the services, including procurement, delivery, triple-rinsing, and proper disposal of chemical containers.
14 Medical Center Requirements Are Legionella testing, water-management-plan support, or additional microbiological testing required beyond dip-slide testing?
Only testing identified in the PWS is required. If a test is not listed in the PWS, it is not required.
15 Equipment Access / Internal Inspections Who opens and closes equipment, performs drain-down/refill, lockout/tagout, confined-space support, and mechanical disassembly/reassembly?
Contractor responsibilities are limited to test-and-treat functions. The contractor is not required to perform equipment operation, mechanical preparation, drain-down/refill, lockout/tagout, confined-space support, or mechanical disassembly/reassembly.
16 Boiler Chemistry / ASME Limits What chemistry ranges apply by boiler pressure class, what standard applies, and are limits pressure-specific?
Refer to PWS paragraph 1.11. The contractor shall evaluate the boiler-feedwater program for compliance with ASME control parameters. The PWS provides separate boiler-feedwater limits for
0–300 psig and 301–450 psig systems.
17 Equivalent Treatment Products May technically equivalent treatment products be proposed; what approval is required? Specifically, what information supports an equivalent to J-Poly M540?
