About this opportunity
The Department of the Air Force Air Combat Command seeks removal of existing shelving and installation of new pallet rack shelving systems at Shaw Air Force Base, South Carolina, with proposals due May 21 at 10:00 AM EST. The procurement is a 100 percent small business set-aside under NAICS 493110, General Warehousing and Storage.
Place of performance is Shaw AFB, SC, specifically Buildings 216 and 1518 housing the Logistics Readiness Squadron warehouse facilities. The contractor must complete all on-site work within 30 calendar days, with performance completion required within 60 calendar days from award date. Work encompasses disassembly and removal of existing shelving (23 bays measuring 108" x 42" x 144" with plywood decking in Building 216's main warehouse), legal off-site disposal of all removed materials, installation of three new pallet rack systems with specified configurations and load capacities ranging from 2,500 to 5,000 lbs per shelf, wire mesh decking, pallet rack guards, safety rails, and structural columns with anchoring per manufacturer specifications and Air Force Occupational Safety and Health Standard 91-501, OSHA 29 CFR 1910, and NFPA 13 standards. The contractor must designate an English-fluent contract manager with full operational authority and comply with base security protocols including 100 percent vehicle searches and facility traffic regulations. Normal operating hours are Monday through Friday, 0700–1600, excluding Federal holidays.
A mandatory site visit is scheduled May 1 at 1:00 PM EST; contractor questions are due May 4 at 10:00 AM EST. Evaluation prioritizes technical acceptability, with award to the lowest-priced, technically acceptable offeror among the first three lowest-priced proposals. The contractor bears costs for re-ordering materials resulting from failure to verify site dimensions, floor load capacities, and overhead obstructions prior to material procurement. Offerors must submit technical and price volumes separately in Adobe PDF format using Times New Roman 11-point font, single-spaced, one-inch margins, and sequential page numbering, and must acknowledge all amendments. Service Contract Act prevailing wage rates apply, with rates ranging from $9.17 to $53.85 per hour depending on occupational classification, plus fringe benefits of $5.55 per hour and paid leave. The contracting officer is SrA Tessa Steward, tessa.steward@us.af.mil, 965-9434.
