About this opportunity

NASA Langley Research Center is preparing to solicit an IDIQ contract for Evaluations, Assessments, and Support Services (EASS) to support the Science Mission Directorate, with a preproposal conference scheduled for October 19, 2026, and final comments due November 3, 2026. This procurement is set aside for small business concerns and carries a maximum contract value of $99,750,000 over five years.

Place of performance is NASA Langley Research Center, with work supporting the Science Office for Mission Assessments (SOMA) at the Center and the NASA Headquarters Science Mission Directorate.

The contract requires a Top Secret/Sensitive Compartmented Information facility clearance and TS/SCI-capable personnel. Contractors must maintain organizational and personal conflict of interest compliance, disclose any artificial intelligence use during performance, and comply with ITAR and EAR export control regulations. The Performance Work Statement requires staffing of up to approximately 200 panel positions simultaneously for proposal and Phase A report evaluations, many positions filled by non-U.S. Persons. Four labor categories are defined: Subject Matter Expert, Task Manager (5+ years progressive experience), Editor/Technical Writer (4+ years), and Data/Task Integrator (2+ years), each requiring specified bachelor's degrees from accredited institutions.

The period of performance runs June 1, 2027 through May 31, 2032, with an option to extend six months. The minimum contract value is $100,000. Anticipated award date is no earlier than April 12, 2027. The final RFP is planned for release on or about November 13, 2026, with proposals due approximately 30 calendar days thereafter. Proposals will be evaluated on Mission Suitability (1,000 points), Past Performance (confidence level), and Price in descending order of importance.

Prospective vendors must register for the preproposal conference by October 16, 2026 at 12:00 PM Eastern Standard Time by emailing larc-easss@mail.nasa.gov with a list of attendees.

(End of provision)

You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC)’s EASS draft solicitation. The principal purpose of this requirement is to acquire support services for the Science Office for Mission Assessments (SOMA), located at NASA Langley Research Center. SOMA is responsible for the management and oversight of evaluations, assessments, analyses, and other support services for the NASA Headquarters Science Mission Directorate (SMD). The scope includes proposal/Phase A reports; evaluations for SMD Announcements of Opportunity (AO) flight investigations; assessments for independent reviews of investigations and programs; analyses related to assessment and evaluations; and other contractor support services as specified in individual TOs.

The EASS procurement is essential for the advancement of the NASA Science Plan, A Vision for Scientific Excellence. This contract directly supports SOMA and SMD. The contractor ensures that all work is objective and meets all requirements regarding organizational and personal conflicts of interest and limitations of future contracting as defined by this contract and as further defined in individual TOs where necessary. This contract supports NASA’s most urgent and important science needs, and without this contract, SMD would be unable to execute its extensive scientific commitments and achieve NASA’s science priorities.
