About this file

This is a pricing proposal template for the Evaluations, Assessments, and Support Services (EASS) contract (Solicitation 80LARC27R0003) with NASA Langley Research Center. The Excel-based template is designed to capture firm fixed-price (FFP) labor rates, travel costs, and other direct costs (ODCs) across a five-year contract period with an option to extend services. Offerors must complete green-highlighted fields including company name, labor rates for four job categories (SME, Task Manager, Editor/Technical Writer, and Data/Task Integrator), and provide detailed labor rate buildups showing unburdened rates, fringe benefits, overhead, G&A, and profit margins. The template specifies evaluated hours for each labor category ranging from 297 to 63,002 hours annually depending on the category and contract year, with travel budgets ranging from approximately $191,000 to $813,000 per year and ODCs from approximately $22,500 to $95,700 per year.

The template includes mandatory sections for identifying all subcontractors with their addresses, contract types, and selection rationale; demonstrating compliance with FAR 52.219-14 limitations on subcontracting; and completing a model IDIQ task order evaluation that pulls burdened labor rates from the labor rate buildup tab. Yellow-highlighted fields auto-calculate total proposed prices, evaluated costs, and extended amounts. Offerors must verify that subcontractor costs do not exceed specified thresholds and provide cost or price analysis documentation for all proposed subcontracts. The total evaluated price shown in the template is $3,753,255, comprised of travel ($3,358,200) and ODCs ($395,056), with FFP labor costs to be calculated once rates are entered.
