About this opportunity

The Department of the Air Force Global Strike Command seeks procurement of one custom-manufactured 46–50 foot gooseneck EOD Nuclear Response Trailer for extreme cold-weather operations, with proposals due September 28, 2026, and questions due September 14, 2026. The procurement is a total small business set-aside under the Nonmanufacturer Rule; non-manufacturer offerors must source the product from a small domestic manufacturer or face ineligibility for award.

Place of performance and delivery are Minot Air Force Base, North Dakota, specifically Building 897, 5 CES/CED EOD Facility. The trailer must be engineered and manufactured to serve as a self-sustaining mobile command and life-support platform for six-person EOD Initial Response Force and Response Task Force teams during multi-day nuclear accident/incident response missions lasting 24+ hours in sub-zero ambient temperatures to −40°F, sustained winds to 25 mph, heavy snow accumulation, and unimproved terrain requiring up to two hours transit time to remote Missile Alert Facilities and Launch Facilities.

Critical technical requirements include: structural frame of heavy-wall aluminum box tubing (2"×10", 6061-T6) or galvanized steel I-beam with minimum 21,000 lbs combined gross axle weight rating and maximum 30,000 lbs gross vehicle weight rating when fully loaded; gooseneck coupler rated for full GVWR with pin weight not exceeding 6,000 lbs; exterior skin of weather-tight composite or aluminum composite panels in Ultramarine Air Force Blue with seamless aluminum sloped roof for snow shedding; interior headroom minimum 8.0 feet, maximum overall height 13.5 feet, maximum width 8.5 feet; four distinct functional zones including front habitation with three foldable double bunk beds and GSA Class 6 high-security safe, mid-ship command and culinary zone with flush-floor 244-inch slide-out workstation and galley (electric appliances only—liquid propane and gas prohibited), full bathroom with 36"×36" enclosed fiberglass shower positioned adjacent to rear garage with decontamination routing, and rear tactical garage with minimum 14-foot clear space, drop-down 4,000-lb-capacity ramp door, and 4,500-lb 12V electric winch for loading disabled UTVs or robotic platforms.

Thermal performance must maintain +68°F interior temperature when ambient is −40°F and +74°F when ambient reaches +100°F via static thermal engineering heat-load calculations rather than physical cold-room chamber testing. HVAC baseline configuration requires either multi-zone mini-split heat pump with auxiliary low-ambient heating (minimum 36,000 BTU total capacity) or three commercial-grade 15,000 BTU roof-mounted heat pump units with integrated heat strips; active dehumidification (minimum 30 pints water extraction per day) and HEPA filtration in the primary Command Zone are mandatory. A permanently installed CBRN filtration and positive-pressure system must deliver minimum 120 CFM filtered air to sealed crew zones and generate +0.20 inches water column internal positive pressure (verified via digital manometer during final acceptance). Power systems include minimum 20 kW liquid-cooled diesel generator with integrated 120V block heater, oil pan heater, and heated fuel/water separator, drawing from dual 30-gallon diesel fuel tanks (60 gallons total) with 12V DC electric transfer pump, capable of 24 continuous hours at 70% sustained load without refueling. Electrical distribution requires 100 Amp main service panel (120/240V single-phase, 12 spaces/24 circuits), 50A motor base power inlet with 25-foot shore power cord, and intelligent Automated Energy Management System with priority hierarchy: mission-critical systems (command workstations, communications, positive-pressure filtration, primary HVAC, emergency lighting) designated never-shed; secondary systems (operational HVAC, charging) staged-shed; and auxiliary systems (water heater, galley appliances, exterior lighting) first-to-shed. Battery bank consists of minimum three 12V Lithium Iron Phosphate 100Ah deep-cycle batteries with internal heating elements, with solar infrastructure pre-wiring including roof-entry plate, 10 AWG cabling, and pre-installed 40-amp Maximum Power Point Tracking charge controller. Water systems include minimum 100-gallon fresh water, 45-gallon grey water, and 42-gallon black water holding tanks with dual-stage inline filtration, thermostatically controlled 12V heating pads on all tanks and exterior dump valves preventing freezing to −40°F, commercial-grade tankless water heater, and weatherproof 110V receptacle for towing vehicle engine block heater connection to generator power.

Tactical EOD support includes minimum six SCBA brackets (three per side), dedicated ventilated bomb-suit storage lockers with 12V forced-air ventilation, minimum two dedicated 120V AC high-amperage charging receptacles adjacent to tie-down anchors for tactical unmanned ground vehicle charging, and onboard pneumatic air compressor with plumbed garage outlets. Command, Control, and Communications infrastructure includes rigid external antenna mounting brackets, weather-tight RF/coaxial cable feed-through ports, reinforced 3'×3' minimum walkable roof plate above C2 slide-out, minimum 2-inch diameter weatherproof conduit pass-through to interior 12U wall-mounted vibration-isolated IT rack enclosure (active IT equipment Government-Furnished/Government-Installed), 1500VA Uninterruptible Power Supply, weatherproof exterior HDMI/Ethernet panel, and integrated weatherproof exterior C2 briefing station with 40-inch minimum LED ruggedized outdoor monitor pre-wired to interior server rack, minimum two 110V/120V GFCI weatherproof receptacles, four USB charging ports, two weatherproof RJ-45 Cat6 data ports, and 25-foot motorized commercial awning with remote control. Tactical lighting comprises two commercial-grade 12V LED exterior scene lights (minimum 14"×2.5", minimum 3,000 lumens each, IP67 waterproof), one pair commercial-grade exterior LED loading lights above rear ramp (minimum 1,500 lumens each), and motorized awning with integrated LED strip (minimum 1,000 lumens continuous).

Contractor must submit three-dimensional CAD design drawings and system schematics (Deliverable A001) within 30 calendar days of contract award, prior to fabrication initiation, for Government compliance validation. Finite Element Analysis or certified structural engineering deflection report proving load deflection limits must be submitted within 30 calendar days of contract award prior to frame fabrication, with Government review within 15 calendar days; if Government review exceeds 10 business days, day-for-day schedule extensions apply bilaterally to the 240-calendar-day delivery timeline. Trailer delivery (Deliverable A002) is due within 240 calendar days of contract award to Building 897, Minot AFB, North Dakota 58705, during normal business hours (0830–1530 Central Time, Monday–Friday, excluding federal holidays). Early delivery is authorized at no additional cost. Technical manuals and orientation (Deliverable A003)—three durable bound print manuals and one searchable PDF—must be delivered concurrently with or prior to trailer delivery with electronic copies, and print manuals due upon final physical delivery; on-site hands-on orientation and training limited to 16 hours maximum must be conducted at the EOD Facility within 15 calendar days following final delivery and Government inspection, covering all mechanical, electrical, plumbing, and life-support systems.

All contractor delivery, setup, and training personnel must comply with Minot Air Force Base security checkpoint requirements, including REAL ID Act of 2005 compliance and standard commercial vehicle gate inspections. No DD Form 254 security clearance is required; work occurs in unclassified areas under standard visitor/escort protocols. Contractors must provide standard commercial warranty per FAR 12.205 and FAR 52.212-4(o): minimum three-year limited warranty on all structural components (frame rails, crossmembers, wall studs, roof bows, primary weldments) and all custom builder-manufactured components; one-year limited warranty on electrical wiring and distribution systems; and assignment of original equipment manufacturer warranties for third-party commercial components (diesel generator, HVAC units, tankless water heater, leveling jacks, tires) directly to the Government upon final acceptance. Government acceptance of the Certificate of Conformance does not waive its right to seek non-cost repair, replacement, or equitable price reduction under latent defect provisions should thermal or HVAC systems fail to maintain outcome thresholds during field operations.
