EOD Nuclear Response Trailer Questions and Answers
15 September 2026
1. What will be your primary mover of this trailer?
Answer: Primary mover would be a Ford F-450, although this is dependent on the type of trailer/weight of trailer we receive.
2. Are there any sketches or drawings of your design idea?
Answer: There aren’t sketches, but the SOW accurately reflects the ideal layout.
Reference: 8.1.2 Design Approval of SOW
3. Do I have the liberty to change generator sizing and defined amperages of shore power and electrical panels?
Answer: Loads not defined will be limited to powering lights, charging computers, powering the TV display, and utilizing the on-board appliances.
Reference: SOW 5.2
a. The a/c and heat unit take up most of the 100-amp desired panel space in your defined environments and I don’t know what your electrical loads will be outside of the defined items related to trailer.
4. It does state gooseneck coupler which I believe to have a maximum weight rating of 30,000#s, and I am having some real concerns that my product built to these specifications could exceed that rating. Is this a hard requirement.
Answer: ** See #1. The gooseneck seems to be the most appropriate option for us. If there are other suitable options, we can look into them and see if they are viable. Reference SOW 3.3
a. Relates back to prime mover of the trailer above.
5. Safety Shower: The specification is asking for emergency shower and separate drain. I know the emergency shower requires 20gpm and a 15-minute time which would require 300 gallons of water.
Answer: Shower does not need to meet emergency shower requirements. Reference
SOW 6.3.7
6. Interior zone dimensional allocation: the SOW identifies approximately 12 ft for Zone 1, approximately 22 ft for Zone 2, and a minimum 14 ft clear garage for Zone 4, totaling approximately 48 ft before allocating separate space for the Zone 3 full bathroom/decontamination package, while total trailer length is limited to 46-50
ft. Please confirm whether the stated zone lengths are approximate design targets that may be adjusted during the approved CAD design phase, provided all required functions and the minimum 14 ft clear garage are maintained.
Answer: The dimensional lengths for the zones provided in the SOW are approximate design targets. The critical requirement is maintaining the minimum 14-foot clear garage space in Zone 4. Offerors may propose adjustments to the other zone lengths during the CAD design phase (SOW Section 2.1.2) to meet all functional requirements within the overall 46 to 50-foot trailer length. Reference
SOW 6.0
7. Curbside awning requirement: the exterior C2 workstation language calls for a motorized commercial awning with a minimum 15 ft length, while the tactical lighting section calls for one 25 ft motorized exterior power awning on the curbside. Please confirm whether a single 25 ft awning meeting with the integrated lighting requirement satisfies both provisions.
Answer: A single, 25-foot motorized exterior power awning on the curbside that features an integrated LED light strip will satisfy both the SOW Section 7.5.4 (Scene Lighting & Shelter) and Section 7.6.3 (Awning Lighting) requirements.
8. Nonmanufacturer Rule: FAR 52.219-33 is incorporated by reference. Please confirm whether the Nonmanufacturer Rule applies to this acquisition and whether an SBA waiver has been obtained. If it applies and no waiver exists, please confirm that the offered end item must be manufactured in the United States by a qualifying small business manufacturer.
Answer: In accordance with RFO FAR 19.104-3(e)(1), RFO FAR 52.219-33, and 13 CFR 121.406, the Nonmanufacturer Rule does apply to this acquisition. The requirement is set aside for small businesses, has been assigned a manufacturing NAICS code, and exceeds the Simplified Acquisition Threshold (SAT). No class or individual SBA waiver exists for this procurement. Therefore, in accordance with RFO 52.219-33(c)(1), any offeror that is not the manufacturer of the offered trailer must supply the product of a small domestic manufacturer or processor, or the quote will be deemed non-compliant and ineligible for award.
9. Wage determination / service labor: Please confirm whether any wage determination, prevailing wage requirement, certified payroll requirement, or other labor-rate requirement applies to delivery, setup, operator and maintenance training, or other on-site work under this acquisition.
Answer: This acquisition is primarily for a commercial commodity. Delivery, standard setup, and commercial orientation/training are incidental to the supply item (FAR Part 12 / 29 CFR 4.117). However, standard on-site Contractor escort and base pass requirements apply. No certified payroll or Davis-Bacon / DBA requirements apply. If Service Contract Labor Standards (SCLS/SCA) apply to incidental training labor, prevailing local wage determinations will govern.
10. Functional zones: Section 6 states the interior must be partitioned into three distinct functional zones, while Sections 6.1 through 6.4 identify four areas, including a separate bathroom/decontamination area and rear tactical garage.
Section 8.1.2 also refers to all three partitioned zones. Please confirm the intended number and arrangement of partitioned functional zones.
Answer: The trailer comprises four (4) distinct functional spaces, typically divided into three primary physical structural compartments: Reference SOW 6.0
