About this file
This is a Statement of Work (SOW) for the design, manufacture, and delivery of one custom EOD Nuclear Response Trailer for the 5th Civil Engineer Squadron Explosive Ordnance Disposal (5 CES/CED) Flight at Minot Air Force Base, North Dakota, dated September 21, 2026.
The trailer must serve as a mobile command and life-support hub for Initial Response Force (IRF) and Response Task Force (RTF) teams during nuclear accident or incident response operations lasting 24+ hours without external utility connections. The operational environment requires the trailer to withstand extreme North Dakota conditions including sub-zero temperatures to -40°F, sustained winds to 25 mph, and heavy snow accumulation, while traversing unimproved gravel roads over up to two hours of transit time to remote Missile Alert Facilities and Launch Facilities. The contractor must perform all engineering, fabrication, and quality control to produce the trailer meeting four core contractor acquisition tasks: (1) engineering design with 3D CAD submission within 30 days of contract award, (2) transportation and delivery to Building 897, Minot AFB within 240 calendar days, (3) comprehensive technical documentation in electronic and print formats, and (4) structural engineering verification via Finite Element Analysis (FEA) prior to frame fabrication.
The trailer must meet specific technical parameters: 46-50 feet overall length, maximum 8.5 feet width, maximum 13.5 feet height, minimum 8.0 feet interior headroom, and maximum 30,000 lbs GVWR when fully loaded. Structural requirements mandate either heavy-wall structural aluminum (2"x10" box tubing, 6061-T6 alloy) or galvanized steel I-beam framing with torsion or slipper-spring suspension providing minimum 21,000 lbs combined GAWR. The chassis must support a 3,500 lbs tactical UTV in the rear garage zone via 12-inch maximum floor crossmember spacing. The exterior skin must be screwless, weather-tight Ultramarine Air Force Blue composite or aluminum composite material (minimum 0.050-inch) with a seamless aluminum roof featuring sloped profile for snow shedding. The trailer includes integrated sub-basement storage with minimum 40 feet length accessible via weather-sealed baggage doors. A two-5/16-inch gooseneck coupler rated for full GVWR and capable of being towed by a Ford F-450 is required, with gooseneck pin weight not exceeding 6,000 lbs. The trailer must include automatic hydraulic four-post self-leveling jacks (16-inch minimum stroke) and backup manual gooseneck jacks.
Thermal performance requirements mandate maintaining +68°F interior temperature when ambient is -40°F and +74°F when ambient reaches +100°F. High-efficiency insulation must prevent interior condensation and thermal bridging via static thermal engineering heat-load calculations rather than physical chamber testing. A heavy-duty thermal-barrier draft curtain or vestibule entrance door, heated aluminum entry step with low-draw heating elements, and 110V electric radiant floor heating in the habitation zone are required. The HVAC baseline configuration must provide either a multi-zone mini-split heat pump system with auxiliary low-ambient heating (minimum 36,000 BTU total capacity) or minimum three commercial-grade 15,000 BTU roof-mounted heat pump units with integrated heat strips. Alternative custom-engineered heating solutions including hydronic or hybrid systems are permitted if verifiable engineering substantiation is provided. Active dehumidification (minimum 30 pints water extraction per day) and HEPA filtration in the primary Command Zone are mandatory.
The onboard power system consists of a minimum 20 kW liquid-cooled diesel generator (Powertech or equal) with integrated 120V block heater, oil pan heater, and heated fuel/water separator for cold-start reliability. The generator must draw from a dual-tank system of two 30-gallon diesel fuel tanks with 12V DC electric transfer pump, capable of providing minimum 24 hours continuous operation at 70% sustained load without refueling. Electrical distribution requires a 100 Amp main service panel configured for 120/240V single-phase power with 12 spaces/24 circuits, supplemented by a 50A motor base power inlet with 25-foot heavy-duty shore power cord. An intelligent Automated Energy Management System (EMS) must monitor shore power loads and dynamically shed non-critical circuits before exceeding 80% capacity (40A per leg), with automatic restoration when demand decreases. The battery bank must consist of minimum three 12V Lithium Iron Phosphate (LiFePOସ) 100Ah deep-cycle batteries with internal heating elements. Solar infrastructure pre-wiring must include dedicated roof-entry plate, 10 AWG cabling to battery compartment, and pre-installed 40-amp Maximum Power Point Tracking (MPPT) charge controller. EMS load priority hierarchy designates command center workstations, communications/radio systems, mission equipment outlets, CBRN positive-pressure filtration, primary HVAC blowers, and operational/emergency lighting as Priority 1 (never shed); secondary HVAC elements and cabin outlets as Priority 2 (staged shed); and water heater elements, galley appliances, and exterior lighting as Priority 3 (first to shed).
Water and plumbing systems must include minimum 100-gallon fresh water, 45-gallon grey water, and 42-gallon black water holding tanks with dual-stage inline water filtration for shore/city water inputs. All plumbing lines, tanks, and valves must run inside the heated envelope with thermostatically controlled 12V heating pads on fresh, grey, and black water tanks and exterior dump valves preventing freezing to -40°F. A commercial-grade tankless (on-demand) water heater provides hot water supply. The trailer must feature city water and gravity fill inlets with integrated sewer hose and enclosed storage carrier (minimum 10-foot hose). A weatherproof 110V receptacle wired to the generator panel allows the towing vehicle's engine block heater to plug directly into trailer generator power.
