About this opportunity
The Department of the Army Materiel Command Contracting Command Rock Island Arsenal seeks innovative commercial virtualization software solutions and associated services across five operational tiers to diversify the Army's enterprise virtualization portfolio and reduce total cost of ownership, with solution briefs due August 27, 2026, at 12:00 PM EST. This Call for Solutions (EVRIS-26-CFS-001) is open to original equipment manufacturers (OEMs), resellers, integrators, and distributors as prime contractors following Amendment 3 (August 18, 2026), which reversed earlier OEM-only eligibility restrictions.
Place of performance is Fort Belvoir, Virginia. The procurement spans five distinct tiers: Tier 1 (client/endpoint lightweight virtualization for laptop-class devices with offline capability); Tier 2 (edge compute nodes with 256 cores for tactical command-and-control in disconnected/intermittent/limited bandwidth environments); Tier 3 (regional data center high-availability platforms with live VM migration and automated failover); Tier 4 (hyperscale virtualization control planes for global data center mission-critical workloads with multi-domain security); and Tier 5 (enterprise VDI with secure remote access in connected and disconnected environments). Offerors may propose under one or all five tiers but must select only one OEM per tier; different OEMs may supply different tiers within a single solution brief.
Critical requirements across all tiers include DoD security compliance (RMF/ATO, DISA STIGs, IL5–IL6 impact levels), open APIs, supply chain security with SBOM documentation, license portability across tiers, and formal certification pathways. The Army operates more than 750,000 endpoints across enterprise, regional, edge, and tactical environments spanning disconnected and connected domains, air-gapped environments, and cross-domain boundaries. The Government intends multiple awards as decentralized IDIQ contracts under FAR Part 12 Commercial Solutions Opening procedures or non-FAR Other Transactions under DFARS 212.70, with potential scaling to Department of War enterprise agreements. The solicitation will remain open on an ongoing basis for continuous on-ramping of additional vendors, which must meet or beat prevailing pool benchmarks on pricing and KPIs including price competitiveness, shelfware ratio (5%), migration throughput (95% on-schedule), availability/SLA (99.9% uptime), security compliance (critical remediation within 15 days; 95% STIG conformance), adoption/proficiency (90% target roles certified), and interoperability (100% required integrations). Vendors failing KPI minimums for two consecutive quarterly periods face suspension or removal. NAICS 513210 (Software Publishers); PSC 7B22 (IT and Telecom—Compute).

AMENDMENT 4
SUBMISSION RULES & DEADLINE EXTENSION
To enhance competition and provide Offerors sufficient time to incorporate these clarifications, the deadline for submitting solution briefs has been extended to Thursday, August 27 at 12:00 PM EST.
SOLUTION BRIEF SUBMISSION RULES
1. One Solution Brief Package:
Each Offeror may submit only one (1) overall solution brief package. This package must be structured using the separate Tier volumes described in our submission instructions. All volumes must be submitted together as one single package. Multiple or alternative solution briefs from the same Offeror will not be accepted.
2. One OEM Per Tier:
You may use different Original Equipment Manufacturers (OEMs) for different Tiers in your solution brief. However, you must use only one (1) OEM for any single Tier. Mixing different OEMs within the same Tier volume is not allowed.
Offerors are strictly limited to proposing only one (1) solution brief per Tier.
3. OEM Participation:
An OEM is free to act as a technology supplier to more than one competing Offeror. Additionally, an OEM is permitted to submit its own solution brief as a prime Offeror addressing all Tiers. For OEMs that previously submitted solutions for any or all tiers, please note that this amendment does not introduce any new actions on your part. No changes or actions are required.
COMPLIANCE & TECHNICAL EVALUATION
The Government will evaluate solution briefs based on adherence to these submission instructions and technical merit.
- Step 1 (Compliance): The Government will first screen all submissions for compliance with the rules above. Any solution brief that includes multiple alternative solutions, or proposes more than one OEM within a single Tier, will be deemed non-compliant and will be removed from consideration without further evaluation.
- Step 2 (Technical Review): For compliant solution briefs, the Government will evaluate how effectively the single proposed OEM within each Tier meets the technical requirements, and how seamlessly the integrated solution brief addresses the overall scope of the Call for Solution.
All changes from the original document have been highlighted in the attached amended CFS for your convenience.
