About this file
This document is an Industry Day presentation for the Enterprise Virtualization Rapid Integration Solution (EVRIS), a Call for Solutions (CfS) issued by the U.S. Army to establish multi-vendor virtualization contracts.
Opportunity Overview and Objectives: The Army seeks to address vendor lock-in and high total cost of ownership (TCO) by diversifying its virtualization portfolio through multiple direct awards to Original Equipment Manufacturers (OEMs). The solution will create a vendor pool enabling Army commands to compete individual virtualization requirements among awarded Enterprise Contract holders. The Army intends to award multiple Enterprise Contracts and may scale resulting agreements to the Department of War in the future. New entrants can be on-ramped at any time against benchmarks derived from existing pricing and KPI commitments.
Areas of Interest and Requirements: The solicitation employs a five-tier approach addressing distinct environments: Tier 1 (Client/Endpoint, laptop class and below), Tier 2 (Edge Compute, 256 cores), Tier 3 (Regional Data Centers), Tier 4 (Global Data Centers), and Tier 5 (Enterprise VDI). Offerors may propose under one or all five tiers. Required and desired attributes include cost management features (license portability, modular/unbundled licensing, anti-shelfware guarantees, episodic/shared license usage), DoD security compliance (RMF, STIGs, ATO, CAC authentication), supply chain security, container support, technical scalability, phased migration methodology, coexistence capability with existing hypervisors, and flexible training delivery with certification pathways. Submission and Award Information: Solutions are due August 10, 2026, at 12:00 PM Eastern Time to Leslie Dickson (Contracting Officer) and Meghan Walsh (Contract Specialist) at ACC. The three-phase submission process includes a Solution Brief, optional Pitch and Technical Presentation, and Solution Proposal. File naming conventions are specified for administrative, technical, pricing, and narrative documents. The Army Open Solicitation Number is W9128Z-25-S-A002, and the CfS number is EVRIS-26-CFS-001. Questions submitted through a post-presentation form will be addressed and published on SAM.gov.

Opening Remarks Enterprise Virtualization Rapid Integration Solution
Presenter Notes Presentation Notes The Department of the Army issued a formal Call for Solutions (CFS) last Friday to acquire innovative commercial virtualization software solutions and associated services. The primary objective of the CFS initiative is to systematically diversify the Army enterprise virtualization portfolio, inject market competition, and materially reduce the Total Cost of Ownership (TCO) across our global computing estate, consisting of 15 major Army Data Centers and 256 tactical or forward operational nodes. Driven by recent software ecosystem shifts, this briefing updates leadership on the high levels of industry engagement received within the first week of the solicitation release.
Call for Solution Overview
Dr. George Pegram, CPE ESE, Digital Market
• Problem: The Army’s global computing environment relies heavily on a single virtualization solution, resulting in high total cost of ownership (TCO) and severe vendor lock-in.
• Impact: This lack of competition restricts financial flexibility, limits innovation, and prevents modular, consumption-based scaling across enterprise operations.
• Goal: Establish a multi-vendor virtualization strategy that diversifies the portfolio, increases market competition, and allows seamless, non-disruptive workload migration to lower overall TCO.
Call for Solution Overview Problem Statement
• Army intends to award multiple Enterprise Contracts direct to OEMs
• These awarded Enterprise Contracts will become the Virtualization vendor pool where commands can solicit and compete their individual requirements for Virtualization among Enterprise Contract holders
• Five tier approach will result in multiple opportunities in decentralized orders
• Offerors may opt to propose under 1 tier or up to all 5 tiers
• Resulting Enterprise Contracts may be scaled to the Department of War in the future.
• The Army may leave the CFS open or re-open the CFS to on-ramp new entrants at any-time.
• New entrants would be evaluated against an established benchmark derived from existing pool of prices and KPI commitments.

Areas of Interest
Client and Endpoint Computing
• Seeking a lightweight client-side virtualization solution in support of connected and disconnected environments.
• Must support offline operations with encrypted background synchronization upon network reconnection.
Areas of Interest Tier 1
Tactical and Small Footprint Environments
• Modernized, low-overhead edge compute nodes are required to support tactical command-and control (C2) environments running over severely thinned, high latency, or Disconnected, Intermittent, and Limited (DIL) networks.
• The solution must operate autonomously when isolated, support rapid deployment or teardown, and tolerate ruggedized, power-constrained hardware configurations.
Areas of Interest Tier 2
