About this file

This is a Questions and Answers document for the Enterprise Virtualization Rapid Integration Solution (EVRIS) Call for Solutions (Solicitation Number EVRIS-26-CFS-001). The document consolidates clarification questions submitted by interested parties during the solicitation process and provides the Government's responses, ensuring fair and transparent communication with all potential respondents. As noted in Amendment 1, all submitted questions and answers are distributed without attribution to maintain procurement integrity.

The Q&A document supports the Army's effort to acquire innovative commercial virtualization software solutions and associated services to diversify its enterprise virtualization portfolio, reduce total cost of ownership, and break vendor lock-in across its globally distributed network of over 750,000 endpoints. Key eligibility and submission requirements clarified in related amendments include: Original Equipment Manufacturers (OEMs) only may serve as prime contractors; the Solution Brief due date was extended to 13 August 2026 at 06:00 EST; respondents must use the Government-provided Return on Investment (ROI) template with multiple tabs for each Tier environment, specifying applicable SKUs and products; and technical white papers must detail commercial offerings, license models, and hardware compatibility. Awards may be issued as FAR-based contracts or non-FAR Other Transactions (OTs) under Defense Commercial Solutions Opening (DFARS 212.70), with the Government reserving the right to award multiple Enterprise Contracts and on-ramp additional offerors on an ongoing basis.

NOTE: For security and STIG requirements, vendors should be referred to the DISA Cyber Exchange: https://www.cyber.mil/
QuestionRevised / Additional Responses

post Industry Day (30JUL26) What are your imperatives for transitioning to HCI or containerized workloads? As vendors release containerized versions of their applications, having support for containers natively in the Hypervisor removes the need for deployment of additional software and management components.

There is no imperative for HCI, however, having vendors support HCI natively provides for a cohesive solution.

What is the planned integration environment for the full capability? Implementing multiple hypervisors to provide vendor diversification will require:

Support for existing tools used by the Army. e.g.

Veeam for backups Tenable Nessus and Elastic Defend for cyber security This prevents having to deploy another suite of tools in order to support a specific virtualization vendor.

The support for migrating virtual workloads (VMs) between hypervisors with minimum downtime is also key to integrating new virtualization providers.

The CSO addresses software licensing requirements extensively and spends less space asking about migration services and migration approach. Is the governments approach to request a licensing model as well as services for application migration timelines and approach and potentially containerization? The Government is requesting information pertaining to commerical offerings related to products, license models, hardware compatability link, migration, support, ability to migrate and rough orders of magnitude. Army requests respondent advise the Army what they can provide related to license models, types, quantities and environments.

The Government does not intend to offer multiple awards to vendors for software, support, migration; please review the ROM and CFS.

Can you provide an estimated number of users (initial and final)The Army has varying sized environments as described in the Tiers. Total number of administrators and end users will vary based on the size of the command or site adopting the virtualization solution. Registrants progressed to phase 2 will receive further scoping information.
Is there a phased rollout and, if so, can you provide that timeline?Timeline will be specific to environments in each Tiers and command requirements.
Is interoperability with AVD (Microsoft) required?AVD has limitations on access to internal management systems. Access to management of virtual environments is usually from PAWS or AUDS systems. Currently no access from AVD is required.
For areas #1 and #5 are there any preferences on operating systems (i.e., windows, MacOS, Ubuntu, etc.). Are there any restrictions on operating systems?Windows and approved Linux distros are the currently approved operating systems .
What types of associated virtualization services are being sought after. For Tiers 2,3,4,5 a Type 1 Hypervisor is required. Additional services such as logging, automation, software defined storage, and software defined networking can be part of the solution. Proposed solutions must treat these Tiers as individual Areas of Interest (AOIs).
Will there be access to the network architecture for each of these environments, specifically the tactical edge enclaves? And if so, will that information be shared as part of this requirement? In order to support this requirement, will there be a need for cleared support services across all sites globally?Details on network architecture will be provided during Phase 2. Cleared US based support personnel will be required to provide support appropriate to the classification of the environment.
Can you clarify what is meant on section 3.1 #5 of the CFS when you say Direct to Source Enterprise Contracts (EC)?The intent of the Army and the majority of DoW is to contract direct with OEMs in coordination with the 6 March 2025 policy memo signed by HON Pete Hegseth titled, Directing Modern Software Acquisition to Maximize Lethality
What Army enterprise systems are proposed solutions expected to integrate with across identity, governance/compliance, help desk/ITSM, security operations, vulnerability management, logging/monitoring, backup/recovery, and software asset/license management? Please identify which integrations are mandatory at submission versus later phases.Integrations will be specific per environment.

Help desk/ ITSM & ITAM (SAM/HAM) are within AESMP.

For a replacement solution, the proposed platform must natively integrate with the Army’s core enterprise architecture to achieve an Authority to Operate and fit within the cARMY enterprise cloud framework managed by the Enterprise Cloud Management Agency. Under the Army’s "right to integrate" and modern API initiatives, integrations are prioritized by operational necessity.

Mandatory at Submission (Phase 1) Phase 1 focuses entirely on security, identity, and core platform compliance to ensure the replacement infrastructure doesn't violate DoD Zero Trust or network security policies. Identity & Access Management: Solutions must immediately utilize Common Access Card / PKI token authentication and hook into the Army Identity, Credential, and Access Management solution for role-based access controls across NIPRNET and SIPRNET. Governance & Compliance, Enterprise Mission Assurance Support Service (eMASS): Proposals must provide a predefined Risk Management Framework package or inherit controls via eMASS. Systems must also demonstrate immediate automated compliance with DISA Security Technical Implementation Guides, vulnerability management, Assured Compliance Assessment Solution (ACAS). The hypervisor management layer must be immediately discoverable and scannable by the ACAS. The OEM solution will feed real-time alerts into the local Cyber Security Service Provider (CSSP) nodes to maintain continuous monitoring under DoD zero-trust boundaries.

Can the government provide further clarification on the 'License Portability' requirement, specifically how vendors are expected to facilitate full transferability across tiers without financial penalty or repurchase? (i.e. the products or SKUs for each tier may be different)License portability is equivalent to episodic usage / license sharing. Vendors should have the ability to access an internal, commercial license reporting system, tracking, similar, along with their standard sales reporting mechanisms. This will feed into & compliment the license management performed by digital market.
Will the government allow software OEMs to hold direct enterprise contracts as prime contractors while using approved distributors strictly for administrative and transactional fulfillment?Resellers, Distributors and academic research proposals are not desired and will not be evaluated. This Call for Solutions is restricted to Original Equipment Manufacturers (OEMs) acting as prime contractors. While resellers, distributors, and academic institutions are not eligible for prime awards, OEMs are highly encouraged to leverage them in subcontracting or partner roles.
Does the government plan on re-issuing a solicitation for the broader DoW scaling or will it extend the current awardees to the DoW-wide contract? The Army intends to scale current awardees to DoW-wide. The Government reserves the right to offer on-ramping opportunities throughout the life of this action.
Please clarify whether Section 5.2 creates an eligibility standard that is applied before Phase 1 evaluation, and whether that eligibility standard applies to an authorized reseller or distributor acting as a prime offeror where the reseller or distributor prime holds OEM authorization and is fully responsible for licensing, supply-chain provenance, migration, training, and performance.Resellers, Distributors and academic research proposals are not desired and will not be evaluated. This Call for Solutions is restricted to Original Equipment Manufacturers (OEMs) acting as prime contractors. While resellers, distributors, and academic institutions are not eligible for prime awards, OEMs are highly encouraged to leverage them in subcontracting or partner roles.
Please explain the Government’s minimum requirements rationale for using a “Direct to Source” contract structure while also stating that EVRIS is intended to increase competition and implement a multivendor approach. What specific risk, right, or mission need cannot be satisfied by an OEM authorized reseller or distributor prime offering the same commercial product plus the required migration, training, and support services? It is the Army and broader DoW’s intent to award Enterprise Contracts direct with OEMs. This will allow the Army to hold OEMs accountable and negotiate direct. In some cases the Army and DoW has not received full benefits from prior contracts and agreements with Distributors and Resellers.
Please reconcile Appendix A’s definition of a CFS as a mechanism used to invite “industry partners, academia, and commercial vendors” with Section 5.2’s statement that “academic research proposals” will not be evaluated. Does the exclusion apply only to pure research submissions, or does it also exclude research institutions proposing commercialized products and services, pilot support, or participation as a prime, teammate, or subcontractor?Resellers, Distributors and academic research proposals are not desired and will not be evaluated. This Call for Solutions is restricted to Original Equipment Manufacturers (OEMs) acting as prime contractors. While resellers, distributors, and academic institutions are not eligible for prime awards, OEMs are highly encouraged to leverage them in subcontracting or partner roles.
Please clarify whether the reseller, distributor and academic research exclusion applies only to the proposing prime entity, or also to proposed teammates and subcontractors providing migration, training, integration, licensing support, or other associated services required by EVRIS.Resellers, Distributors and academic research proposals are not desired and will not be evaluated. This Call for Solutions is restricted to Original Equipment Manufacturers (OEMs) acting as prime contractors. While resellers, distributors, and academic institutions are not eligible for prime awards, OEMs are highly encouraged to leverage them in subcontracting or partner roles.
Does this hypervisor alternative need to be able to support a wide variety of external storage (SANs, etc.) across all 5 tiers laid out in the proposal?Yes. There are multiple types of storage solutions and platforms across the Army enterprise. Virtual Solutions should support a variety of storage including:

- local storage

- software defined storage

- physical SAN Storage (FC, iSCSI, NFS)

- boot from SAN.

CMMC Level 2 or 3 Alignment: with CMMC paused, how will that affect this requirement? Will CMMC compliance be removed from this CFS?No. In the vast majority of software procurement cases, CMMC Level 2 is the maximum requirement, while CMMC Level 3 is reserved for a tiny fraction of critical defense programs. Crucially, if the software is strictly Commercial Off-The-Shelf (CMMC), it may be entirely exempt from CMMC certification but there has been no determination made to remove this requirement.
Teir 1 AoI - There are limited commercial solutions for client-side hypervisor. Is it correct to assume the functionality being asked for similar to VMware Workstation or Oracle VirtualBox? If that isn't correct, can the technical requirements be further clarified? The functionality requirement is similar to a Type 2 hypervisor. The client-side hypervisor will need to run virtual machines when disconnected from the network, and the VMs will need to be able to resync with their respective platform when the Laptop is connected back to the network after mission requirements have been fulfilled.
Awards to Integrators: This “direct to source” award excludes distributors and resellers but not system integrators. Will the USG accept responses from integrators?Resellers, Distributors and academic research proposals are not desired and will not be evaluated. This Call for Solutions is restricted to Original Equipment Manufacturers (OEMs) acting as prime contractors. While resellers, distributors, and academic institutions are not eligible for prime awards, OEMs are highly encouraged to leverage them in subcontracting or partner roles.
Exclusion of Distributors: Many commercial companies do not have the legal and contracting structure for direct awards and use distributors like an Army program manager uses the Army Contracting Command. Industry pools expertise to contract, have certified cost and pricing systems, accept payments in WAWF, distribute overhead costs of doing business with the USG, and meet all the terms and conditions of FAR-based contracts. Additionally, not having distributors may preclude the USG from awarding FAR-based contracts in Phase 3 because companies won’t be able to hire fast enough to meet the requirements. Retaining this restriction may limit competition for anyone except the largest companies. The USG could either mandate 2 bids per source from distributors to ensure competition or direct only one distributor per source to limit the work in source selection, depending on the desired outcome. Forcing an award direct to source is the largest friction point in our company’s submission. Is there re-consideration to allow sources to receive awards through distributors to provide the full flexibility of contract options and distribute industry contracting overhead costs?Resellers, Distributors and academic research proposals are not desired and will not be evaluated. This Call for Solutions is restricted to Original Equipment Manufacturers (OEMs) acting as prime contractors. While resellers, distributors, and academic institutions are not eligible for prime awards, OEMs are highly encouraged to leverage them in subcontracting or partner roles.
With recent changes to communications networks and testing through NGC2, TIC, etc. we would like to know what tactical radio power problems are priorities for the military currently that a solution is needed for? What antenna solutions are needed currently? What other RF/ radio problems exist for accessory/ sub-components needs?Specifics of communications systems are not pertinent to this request; the OEMs need to clarify bandwidth requirements.
Please explain Section 4.1’s “meet or beat” price and KPI gate and undisclosed current benchmark with Section 7.1’s statement that Phase 1 ROMs are evaluated for compliance only with the Call’s instructions. At what phase, under what disclosed methodology, and using what benchmark data will price and KPI thresholds be applied to select or on-ramp vendors?Upon receipt of ROMs, the Army team will review, assess and benchmark unit cost and overall solutions for similar capabilitities. As the Army is looking for competitive actions from industry, the outcome should provide Army with required capabilities and best pricing.
Will the slides be released after this meeting?Slides were provided as part of the first amendment to the Call for Solutions
Sections 6.1.2 and 7.1 require the Phase 1 ROM to include detailed cost breakouts, license rates, migration service pricing, licensing and support options, cost assumptions, and volume-based pricing. However, the CFS does not provide a Government-defined inventory, workload profile, target architecture, migration volume, period of performance, or other common pricing baseline from which offerors can calculate a comparable total ROM.Call for Solution has been updated to only request the SKUs that will be used for Tiers that OEMs are proposing. Phase 1 is technology based; how can respondents satisfy the Army's stated needs with their capabilities, at what estimated cost (ROM). This will /may include license capabilities, overarching solution set, support, migration, etc.

Inventory and environment examples will be provided in later phases so that Army may review solutions to include migration, products and pricing.

Please clarify the intended scope and basis of the Phase 1 ROM. Specifically: Call for Solution has been updated to only request the SKUs that will be used for Tiers that OEMs are proposing.

Should the ROM include target-state virtualization, management, security, and related software licensing or subscriptions, including maintenance and support? Call for Solution has been updated to only request the SKUs that will be used for Tiers that OEMs are proposing. Phase 1 is technology based; how can respondents satisfy the Army's stated needs with their capabilities, at what estimated cost (ROM). This will /may include license capabilities, overarching solution set, support, migration, etc.

This will /may include license capabilities, overarching solution set, support, migration, etc.

Inventory and environment examples will be provided in later phases so that Army may review solutions to include migration, products and pricing.

Should the ROM separately include software licenses, subscriptions, or tooling used specifically to perform the migration, even when those tools will not remain part of the target production environment? Call for Solution has been updated to only request the SKUs that will be used for Tiers that OEMs are proposing. Phase 1 is technology based; how can respondents satisfy the Army's stated needs with their capabilities, at what estimated cost (ROM). This will /may include license capabilities, overarching solution set, support, migration, etc.

Inventory and environment examples will be provided in later phases so that Army may review solutions to include migration, products and pricing.

Should the ROM include target-environment hardware and infrastructure costs, including compute, storage, networking, hyperconverged infrastructure, graphics processing, or other equipment required to operate the proposed solution? Call for Solution has been updated to only request the SKUs that will be used for Tiers that OEMs are proposing. Phase 1 is technology based; how can respondents satisfy the Army's stated needs with their capabilities, at what estimated cost (ROM). This will /may include license capabilities, overarching solution set, support, migration, etc.

Inventory and environment examples will be provided in later phases so that Army may review solutions to include migration, products and pricing.

Should the ROM include post-migration operations and support services? If so, what period of performance and service levels should offerors assume? Call for Solution has been updated to only request the SKUs that will be used for Tiers that OEMs are proposing. Phase 1 is technology based; how can respondents satisfy the Army's stated needs with their capabilities, at what estimated cost (ROM). This will /may include license capabilities, overarching solution set, support, migration, etc.

Inventory and environment examples will be provided in later phases so that Army may review solutions to include migration, products and pricing.

If any of these elements are required, will the Government provide a common representative scenario and quantities for each Tier/AOI, including the number of hosts, cores, sockets, virtual machines, users, locations, security domains, storage capacity, migration waves, and support period? Alternatively, should offerors establish and clearly document their own assumptions and provide unit prices, representative configurations, migration unit rates, and volume-discount schedules rather than a single total program price? Yes. An example per tier to indicate common sizes will be provided within Phase 2 for unit. Pricing for units, solution, migration, unique or proprietary products or asset that would benefit the Army pricing.

Respondents should be able to articulate their assumptions more clearly during Phase 2.

For migration services, will the Government accept ‘Included—proposed support posture; delivery provider TBD’ and ‘N/A—not separately priced per unit; see narrative,’ when the actual effort depends on discovery, architecture, hardware, workload inventory, security boundaries, and readiness? The respondent may respond with your solution model that will best fit with Army's needs, whether migration services are included or separate. The ROM requires this information to be clearly defined and Phase 2 will provide more in depth information for both the Army and respondents.
If a per-unit migration estimate is required, would the Government prefer a separately priced discovery/readiness assessment rather than an unsupported per-VM, per-host, or per-person migration rate?”The respondent may respond with your solution model that will best fit with Army's needs, whether migration services are included or separate. The ROM requires this information to be clearly defined and Phase 2 will provide more in depth information for both the Army and respondents.
Will the Government identify which migration tools and licenses are already Government-furnished or held by the Army— if applicable—and may the OEM or selected integrator use them? The OEM should document what migration tools are required either from their proprietary capability and tool set or existing Army toolset. Please note Army's existing license if known, or state unknown.

Solutions presented to the Army, whether licenses, migration tools or services must be fully developed and approved for use. Solutions not yet developed or approved cannot be accepted.

OEMs are able to acquire back office support as required by their abilities to successfully support the Army.

If existing Army migration-tool licenses are available, should the ROM treat those as no-added-license-cost dependencies while separately identifying any required integration, implementation, or migration services? The OEM should document what migration tools are required either from their proprietary capability and tool set or existing Army toolset. Please note Army's existing license if known, or state unknown.

Solutions presented to the Army, whether licenses, migration tools or services must be fully developed and approved for use. Solutions not yet developed or approved cannot be accepted.

OEMs are able to acquire back office support as required by their abilities to successfully support the Army.

For Tier 1, which functions must be native product capabilities versus integrated capabilities: disconnected operation, reconnection/synchronization, CAC/ICAM, endpoint management, data protection, and posture reporting? The product must have the following native abilities: disconnected operation and data protection with encrypted at rest and in transit. Integrated abilities must be reconnected syncronization, endpoint management and posture reporting and CAC/ICAM capability.
For Tiers 3 and 4, will the Government accept multiple management domains aligned to security boundaries, with common automation, observability, lifecycle controls, and governance, rather than one global management instance?Yes
Are you trying to implement a self managed distributed network architecture at different tiers?Yes, the Government intends to implement a hyprid architecture model consistenting of a self-managed distributed deployment approach.
How many regional data centers and are they connected to the Global? The Army’s foundational IT architecture uses 5 Regional Cyber Centers (RCCs) globally, and they are fully connected to the Global network.
Shelfware is based on the respective environment and capabilities required. What would a phase 1 guarantee look like without a complete understand of the detailed technical requirements of each use case? The Army must divest of and pivot away from procuring products that contain "shelfware" and being locked into escalating quantities year after year without a bonafide requirement and need - hence an "anti-shelfware guarantee".

Eliminate of waste - Anti-Shelfware Guarantee replaces rigid product quantities with a Flexible Consumption Framework (FCF) governed by four core contractual protections:

License Sharing / Episodic Usage: The Army purchases fluid "capacity units" that can be dynamically reallocated across across the Army's requiring activities, multiple environments and classifications without conversion fees or contract modifications.

Zero-Cost Delayed Activation: Licensing billing only begins when workloads are actively deployed; dormant licenses awaiting hardware or network provisioning remain at $0 cost.

Periodic True-Up / True-Down: The Army will perform self-audits and review all available licensing information in order to allow the Army to "true-down" and return unused capacity back to the central enterprise pool or credit the balance sheet.

Modular Capability Unbundling: Software is unbundled so the Army only pays for the exact tier of capability a workload executes, preventing premium pricing for basic environments. Conversely, the Army may ask a vendor to create a specific gathering of products if required.

Given you plan to procure and implement multiple solutions - who will be responsible for the integration of said tools/SW solutions?Integration will be the responsibility of the individual commands.
Can the Government confirm whether an OEM may incorporate third-party products to satisfy particular tiers, provided the OEM remains the offeror of record? The Government generally evaluates complementary technology solutions only when submitted as part of a teamed, unified proposal with a primary virtualization platform vendor, rather than as standalone submissions. While a niche, non-virtualization platform cannot satisfy core Phase 1 hypervisor requirements alone, it can be included as a subcontractor to satisfy specific Tier 5 zero-trust requirements. Third party products to support additional functionality such as data backup and archive may be recommended or included.
The Phase 1 evaluation includes both the technical approach and ROM pricing. Given that the CSO does not define the size or scope of the Army's virtualization environment, what is the Governments expectation for offerors to develop a meaningful and comparable ROM?Call for Solution has been updated to only request the SKUs that will be used for Tiers that OEMs are proposing.

Is there a baseline environment or representative sizing scenario that all offerors should use when preparing their Phase 1 ROM? The CFS specifies tiers for solutions. Examples of sizes in these tiers are for guidance only. Further information will be discussed in follow on Phases (2 and 3):

Tier 2: 256 cores Tier 3: >5000 cores Tier 4: >10000 cores These numbers are for guidance only and do not limit the size of these tiers.

Tiers are defined by function not be size.

The CSO states that "Resellers, Distributors and academic research proposals are not desired and will not be evaluated." Can the Government clarify whether this applies only to traditional pass-through resellers, or if value-added resellers (VARs) and systems integrators that provide solution architecture, integration, lab validation, migration, and lifecycle services are eligible to respond as the prime offeror?Resellers, Distributors and academic research proposals are not desired and will not be evaluated. This Call for Solutions is restricted to Original Equipment Manufacturers (OEMs) acting as prime contractors. While resellers, distributors, and academic institutions are not eligible for prime awards, OEMs are highly encouraged to leverage them in subcontracting or partner roles.
For Phase 1, what level of evidence does the Government expect to demonstrate IL5 and IL6 suitability, DISA STIG support, and cross-domain compatibility—is an existing authorization required, or will a documented pathway to authorization be sufficient?Phase 1: The Government requires verifiable, third-party proof of active DISA STIG compliance at the time of submission. Conversely, an active DoD IL5 or IL6 Authorization to Operate (ATO) is highly advantageous but not mandatory, provided the vendor delivers a fully documented pathway featuring an actionable, low-risk engineering roadmap to achieve authorization. Further information can be found at: https://www.cyber.mil/

DISA STIG Support (MANDATORY EVIDENCE), vendors must provide existing, verified compliance at the time of submission. This requires automated Security Content Automation Protocol scan results or Assured Compliance Assessment Solution reports proving the hypervisor and management console can ingest and enforce current DISA STIGs, alongside a detailed line-by-line compliance matrix mapped to DoDI 8500.01 standards. If any non-compliant controls exist, a formal fallback strategy consisting of documented remediation steps or draft POA&M entries must be included.

IL5 (NIPR) and IL6 (SIPR) Suitability (PATHWAY ALLOWED), a documented pathway is acceptable provided it leverages an existing FedRAMP High P-ATO or DoD IL4 baseline authorization, as completely uncertified products are deemed too high-risk. Submissions must include System Security Plan boundary diagrams detailing the logical and physical isolation required to transition workloads between IL5 and IL6. Additionally, vendors must deliver a time-phased milestone schedule mapping the strategy and 3PAO testing timelines to achieve an Army cARMY or DISA continuous ATO (cATO).

Cross-Domain Compatibility (CAPABILITY PROOF + PATHWAY), submissions must show architectural proof of compatibility with existing Army and DISA cross-domain solutions (CDS). This requires interface and API documentation demonstrating that management interfaces, logging, and replication can natively communicate through a DISA-approved CDS without proprietary, un-encryptable protocols. Finally, an integration blueprint topology diagram must illustrate how data and management traffic safely transition across security boundaries in strict compliance with NSA Cross-Domain Strategy requirements.

How does this intersect with the DFARS requirement to buy software from ESI?The Army’s newly released Enterprise Virtualization Rapid Integration Solution (EVRIS) Call for Solutions (CFS ID: EVRIS-26-CFS-001) bypasses traditional DFARS and DoD Enterprise Software Initiative (ESI) storefront restrictions by utilizing DFARS Subpart 212.70 Commercial Solutions Opening (CSO) authorities to establish brand-new enterprise-wide agreements. Additionally, this initiative directly complies with the Secretary of War's memorandum titled "Directing Modern Software Acquisition to Maximize Lethality," dated March 6, 2025.
We noted variations of the following language in both the CFS (section 5.2, page 10) and the CSO (Section E.c., page 5) in regards to ability to receive an award: “Accurately represent their small business size and status as required.” However, we don’t see any indications that this is set aside for small business. Will you confirm that large businesses are not prohibited from responding? The CSO is not a small business set aside. Language regarding small business size was included only for market research purposes. Large businesses are more than welcome to submit proposals
The Call requires completion of Attachment A – Business Certification, however, we cannot locate this Attachment in the SAM.GOV notice. This has been clarified. A template titled 'Appendix A: Affirmation of Business Status Certification (ABSC)' is now provided as a separate document with the solicitation package. Offerors must complete and submit this appendix as part of their administrative volume.

Sections 3.2 and 3.3 outline several key capabilities and desired outcomes, including native micro-segmentation, automated dependency mapping from the incumbent platform, coexistence capabilities, platform-level segregation of duties, and tamper-resistant auditability. Tier 5 also references ZTNA/SDP, multi-tenant logical separation, and CDM integration. While our company is not a virtualization platform, our breach containment and microsegmentation platform delivers these capabilities as a hypervisor-agnostic security and migration assurance solution that operates across both the incumbent environment and any virtualization platforms considered under this effort. It is designed to support and accelerate the security, zero-trust, migration, and operational objectives outlined throughout the applicable Tiers and AOIs. Could you please clarify whether the Government intends to evaluate Solution Briefs from complementary technology providers based on the specific Tier/AOI objectives and requirements their solutions address (for example, capabilities aligned to Tiers 3, 4, and 5), or whether those capabilities will only be considered when they are provided directly by the virtualization platform offerors? Understanding this distinction will help us determine whether complementary solutions that materially contribute to the stated objectives are within the intended scope of this CFS.At this phase of the solicitation, the focus is on OEMS who offer hypervisor solutions aligned with the speciifed tiers.

Vendors providing additional solutions may included as part of the implementation of selected OEM solutions in future.

Migrations Strategy & Existing Environment: Current State: What is meant by offline mode? What percentage of the Army virtualization estate is currently based on the incumbent platform? How many virtual machines are in scope today? What is the estimated VDI footprint? What hypervisors are currently deployed across Tier 2, 3, 4, and 5 environments? What percentage of workloads are Windows, Linux, and containerized? What applications are considered mission-critical and cannot tolerate downtime? The Government is requesting information pertaining to commerical offerings related to products, license models, hardware compatability link, migration, support, ability to migrate and rough orders of magnitude. Army requests respondent advise the Army what they can provide related to license models, types, quantities and environments.
Migrations Strategy & Existing Environment: Migration: Is there an expected migration timeline for each tier? Will workload migration be competed separately from virtualization licensing? Does the Army expect vendors to provide migration tooling at no cost? What rollback requirements must be demonstrated? What coexistence period is anticipated between incumbent and replacement platforms? What migration KPIs would constitute success? The offeror should specifiy if migration tooling is included or an additional cost.

At this phase the evaluation is based on the completeness of the OEM's solution and it's ability to both migrate and operate workloads at the specified tier.

Rollback will be dependent on the environment being migrated and if it is brownfield or greenfield.

Coexistence may be necessary until the migration is completed successfully.

The ability to migrate an exisitng environment with a minimum of downtime is a KPI..

Unified Management Requirements: Is a single pane of glass mandatory across all awarded tiers? Can third-party management tools be used to satisfy unified management requirements? What operational functions must be centralized? Provisioning? Monitoring? Security? Compliance? Licensing? Are disconnected tactical environments expected to synchronize automatically once connectivity is restored? How often must management data replicate between disconnected environments and higher echelons? A single pane of glass is not mandatory across all tiers.

Third party tools may be used, however, if they are, costs of these tools must be included in the solution.

Functions can be centralized or decentralized depending on the mission requirement and connectivity of the system. Offline environments must be able to maintain all required services.

Automatic resynchronization of tactical environments will be bandwidth dependent and ability to manage synchronization should be controllable.

Replication of management data will be mission dependent.

Security & Accreditation: RMF / ATO: Are there existing ATO packages that can be leveraged? Is reciprocity acceptable from other DoD programs? Are provisional authorizations acceptable during transition? Existing ATO packages may be leveraged and reciprocity is acceptable.

Provisional authorizations are acceptable during transition.

Security & Accreditation: Classification: What percentage of deployments are anticipated at: IL5, IL6, Above IL6Phase 1 is focused on a vendors technical capabilities and costs. The size and environment classification will be covered at a later phase.
Security & Accreditation: Cross Domain: Which accredited DS producst must be supported? Are there specifi cross-domain transer requirements for VM mobility? There are no specific cross-domain transfer requirements at this Phase of the solicitation.
Security & Accreditation: Logging: Which enterprise SIEM platforms are currently deployed? What log retention requirements exist? Is centralized auditing required in disconnected environments? The Army specifically calls out STIGs, RMF, ATO, IL5, IL6, auditability, and secure logging.Examples of currently deployed SIEM solutions include Elastic, Splunk, Security Onion.

GPU workloads are expected and the OEM solution should support them.

VDI Architecture: Tactical VDI: How many days of disconnected operation must be supported? Are local cached desktops acceptable? What synchronization requirements exist when connectivity returns? Edge/Tactical Operations? Operational requirements will dictate the time a VDI connection may be disconnected. OEMs should specifiy what the bandwidth requirements are for synchronization for their solution.

Edge/ Tactical Operations: DIL Operations: What is the expected worst-case network profile? Bandwidth? Latency? packet loss? Operational requirements will dictate the network available.

OEMs should specifiy the network requirements for operation of their solution.

Edge/ Tactical Operations: Autonomy: How long must edge environments operate disconnected? What services must continue operating when disconnected? What management functions must remain available at the edge? Operational requirements will dictate the the time an environment will be disconnected.

Services required to maintain the environment must continue to operate.

Edge/ Tactical Operations: Hardware: Which tactical hardware platforms are currently fielded? Are there SWaP-C constraints? Is ARM architecture support desired? The Government is requesting information pertaining to commerical offerings related to products, license models, hardware compatability link, migration, support, ability to migrate and rough orders of magnitude.
