For Clarification--There is no DD 254 for this requirement. At no time will contractor personnel have access to classified information. The levied Secret clearance requirement is for getting a CAC card and elevated system administration rights for personnel doing the system monitoring/administration (PWS 2.5.3). The laptop system they will use will be GFE and NIPR only.

3.2. Place of Performance. These services may be performed from the Contractor's facility with travel required. (See PWS Paragraph 5.4-- NOTE: The travel cost will be included in the Firm Fixed Price (FFP) for legacy console removal, new system installation and site surveys. Periodic travel to include repairs or training, will be on a cost reimbursable basis on CLIN X006 in accordance with the Joint Travel Regulation (JTR). All travel requirements (including plans, agenda, itinerary, or days) shall be pre- approved by the Government. Cost for travel shall be billed in accordance with regulatory implementation of Public Law 99-234 and FAR 31.205-46, Travel costs. Amendment 0001 has been uploaded. The Amendment as well as a conformed copy of the solicitation is uploaded. You can sign the amendment and have the conformed RFP to provide with your proposals. The due date for proposals has been extended until 2 Jul 19 at 2:00 PM EST. Please make sure that you are working from the revised documents that are uploaded with this Amendment. NOTE: There are two sets of questions and answers, one as a result of the site visit and one on the RFP/PWS and attachments. The cut off date for questions was 23 May.
Site Visit Minutes will be posted by Monday. The Site Visit Questions and Answers cover all the questions that were asked at the visit or as a result of the site visit.

The final RFP is now posted along with updated documents. Please make sure that you download the current versions as changes have been made to the documents. The site visits will be held at HQ AFRC (Robins AFB GA) on 21 May 19 at 1:30 PM EST and Dobbins AFB (Marietta GA) on 22 May 19 at 1:30 PM EST. A maximum of three individuals per company will be permitted to attend. Please provide the names, title and contact information of all attendees and any questions you would like answered at the site visit via email by 14 May 19 at 1300 EST to the following: Donna Phillips, donna.phillips@us.af.mil (phone 478-472-5868). (If you are responding 9 May or 10 May by noon, please send your requests to debra.scarborough@us.af.mil (478-327-1616) but after noon on Friday please send to Donna.) This information must be provided in advance to ensure access to the base. On 21 May, all participants must meet at the visitors center at Robins AFB GA , Watson Blvd gate at 1:00 PM EST, to be escorted to the location of the site visit. On 22 May, all participants must meet at the visitor center at Dobbins ARB, Main gate at 1:00 PM EST, to be escorted to the location of the site visit. You are reminded that you cannot show up at the site visit with retired military credentials or badges pertaining to other contracts. If you have not pre-registered, you will not be granted admission/access to the site visit.
Deadline for any questions is 23 May at 2:00 PM EST. Questions received after this date may or may not be answered. This decision is at the discretion of the Government. Proposals are due 14 Jun 19 at 2:00 PM EST.

This is a modification to the Pre-solicitation notice, 19 Apr 19. This notice does not constitute a request for proposal, request for quote or invitation for bid. Air Force Reserve Command (AFRC) A6 has the requirement for services required to replace, maintain and sustain Air Force Reserve Command (AFRC) Command and Control (C2) systems at 19 locations.
The scope includes removal of legacy systems, installation of new systems, maintenance and sustainment of the new systems located at Continental United States (CONUS) sites. The legacy consoles are currently employed in AFRC Command Post (CP), Alternate CP, Base Operations (BOPS) and Maintenance Operations Center (MOC), Fire Department (FD), and Security Forces (SF) facilities at the locations listed in Attachment 1 of the PWS. However, the FD and SF only require removal of legacy systems; only CP, BOPS and MOC will have legacy systems removed and new systems installed. Contractor shall provide all personnel, equipment, software, software licenses, supplies, transportation, tools, materials, non-personal services necessary to perform the specified installation and sustainment of the new system. The solicitation will result in a contract being issued on an ALL or NONE basis to a single contractor.
The period of performance for this contract is anticipated to be a basic, one-year contract with four annual options (plus a 6-month short option). Trade-off procedures IAW FAR 15.101 will be utilized for this acquisition. The pricing arrangement will be Firm Fixed Price, with a Cost Reimbursable CLIN for Travel. All respondents will be evaluated using best value source selection procedures in accordance with AFFARS 5315.3 utilizing written and oral technical proposals. The NAICS code is 541511 and the size standard is $27.5M. This acquisition will be solicited under full and open competition. All respondents must be registered in the SAM (System for Award) system prior to award. An anticipated award date is on or before 30 Aug 19.
The draft solicitation, draft PWS and all Attachments were posted on FedBizOps 19 Feb 19. All updated documents pertaining to this requirement will be posted/communicated through FedBizOps, including amendments, Questions and Answers, etc. All large businesses will be required to submit a Small Business Subcontracting Plan. It is anticipated that a site visit will be held at Robins AFB (Warner Robins GA) and Dobbins ARB (Atlanta GA) on 21 and 22 May respectively. (dates and times will be confirmed via post to FedBizOps). A maximum of three individuals per company will be permitted to attend. Please provide the names, title and contact information of all attendees and any questions you would like answered at the site visit via email by 9 May 19 at 1300 EST to the following: debra.scarborough@us.af.mil (478-327-1616).
