Site Visit Questions
Dated 20 May 19 Posted 12 Jun 19
1. Page 2, Attachment 3, Instructions to Offerors, A. General. Table, states offerors are to present 1 Electronic Copy (CD) and 1 AMRDEC submitted copy of Vol III Oral Proposal. Below table states sound or video (e.g. MPEG) files shall not be embedded into the proposal files (exception is the oral presentation briefing). Oral proposals will be recorded and the recording will be part of the contract file.
Would the Government please clarify if a copy of Volume III Oral Proposal is to be submitted with the other proposal volumes, on the proposal due date, prior to the oral presentation briefing?
ANSWER: No The oral proposal shall be due on the date you are assigned for your presentation. It does not have to be submitted with the written proposal due 2 Jul 19.
2. Page 3, Attachment 3, Instructions to Offerors, 3. II Volume Organization A. General. The page limitation for Volume II, Written Technical Proposal is 19 pages. The page limitations include any cover page, charts, graphs, drawings, diagrams, supporting illustrations, spreadsheets, etc., but excludes any table of contents or list of acronyms (if utilized).
Would the Government please clarify if the Technical Volume cover page counts against our 19 page count?
ANSWER: RFP has been amended to exclude cover page from page count.
3. Section 1.1.1: A) Please confirm that for equipment to be removed, it will be disposed of locally at each of the 19 bases from where it is removed (local DRMO) and that the contractor will not be required to transport the equipment off base to another site.
ANSWER: Correct.
4. Section 1.1.1: B) Please confirm that only the equipment is to be removed and the government will be responsible for disconnecting power, data and other connections to the equipment in preparation for removal. Any associated connections or cabling, if not to be reused, will remain in place or removed by others.
ANSWER: The vendor will provide the government a solution that outlines disconnecting power, data associated connections to the equipment in preparation for new C2 System install.
5. Section 1.2.1: Does this require that the recording files be tamper resistant, evidentiary grade?
ANSWER: No.
6. Section 1.2.2: It states 30 participants and a minimum of 10 conference lines. By “conference lines” does this mean separate and concurrent 10 conference “sessions”?
ANSWER: Yes. (See Q&A 3 May 19 #11, posted 9 May 19)
7. Section 1.2.3 and Attachment 1: The requirement describes console locations at the Primary and Alternate Commend Post and at some bases, the AMOPSs and MOCs. A) With regard to radio communications, is it accurate to assume that there are government furnished radio at each of the consoles locations?
ANSWER: Yes.
8. Section 1.2.3 and Attachment 1: The requirement describes console locations at the Primary and Alternate Commend Post and at some bases, the AMOPSs and MOCs. B) If “A” above is yes, is it true that it is a requirement to provide radio interfaces at each of the console locations (Primary CP, Alternate CP, AMOPS and MOCs) so they can operate radio communications autonomously from the other console locations at a given base?
ANSWER: Yes.
9. Section 1.2.3 and Attachment 1: The requirement describes console locations at the Primary and Alternate Commend Post and at some bases, the AMOPSs and MOCs. Please provide the number of radios per console location.
ANSWER: There will be 19 sites with interfaces required for 4-6 radios per site. Vendor should prepare to bid for all makes and models of HF, UHF, VHF and LMR radios at all 19 sites. The vendor should provide at least one interface per workstation for UHF, VHF, HF, and LMR radio systems. (See Q&A 19 Apr 19 #41, posted 19 Apr 19)
10. Section 1.2.4: Since there is a requirement that the servers will be hosted in AFRC VM environment, is it accurate that UPSs will not be required at the Robins and Dobbins host locations?
ANSWER: The “servers” would not require UPS, the government provides for both data centers, Robins and Dobbins, complete data center UPS and backup generators. Equipment located in the other areas/Command Posts (where these C2 systems will be located), will need UPS. The Contractor shall furnish and install UPS and power components that ensure continuous and full system operability in the event of primary distribution system malfunction at all locations.
11. Section 1.2 and 1.2.6: Regarding “Hotlines” and “Direct Lines”. Is it the intent that the proposed solution support terminating these lines locally at some or all of the 19 bases or will these lines be aggregated by the AFRC and delivered at the two host locations via SIP? If it is a requirement to terminate at the base level, can you provide a list of the bases affected, line/truck type (FXO, PRI other) and line/trunk count.
ANSWER: Normal communications between the bases and the two AFRC host locations will be accomplished with SIP trunks and the existing Time Division Multiplexing (TDM) circuits. Regarding hotlines and direct lines, all 19 locations will terminate locally directly to the TDM circuits. (see Q&A 3 May 19 #9, posted 9 May 19)
12. Section 1.2.7: Please confirm that the proposed solution will need to include network switches.
ANSWER: At the physical layer, the solution will connect into the base infrastructure via the same government switching devices used for other Internet Protocol (IP) connected devices in the CP.
13. Section 2.10: Can you please provide number of students to be trained at each location?
ANSWER: The number of students will vary at each location.
