Page 2 indicates, “Otherwise, source selection information will be transmitted via direct mailing or AMRDEC SAFE at https://safe.amrdec.army.mil/safe/guide.aspx.

In contradiction Page 3 indicates, “*All Volumes shall be submitted in CD-R or DVD-R form (write once/read only) (1 copy) that is “closed” so that no further writes can be made to the media AND submitted via AMRDEC.”

Will the Government accept submissions via AMRDEC SAFE only?

ANSWER: No, You must submit your proposal IAW the instructions in the RFP via AMRDEC AND either CD-R or DVD-R.

II. Volume Organization, A.

General, 1.

Proposal Submission

The cited Section/Subsection states “For the AMRDEC submission, the email notification to the PCO there is a package awaiting will serve as this time and date stamp for receipt.

Please clarify the duration of time from the successful submission/upload of the proposal into AMRDEC to the time an e-mail notification is sent to the PCO indicating there is a package awaiting.

ANSWER: AMRDEC is not an AFRC system. The email generated when a file has been uploaded has the time and date the document was uploaded to the system. For the purpose of the timeliness of a proposal, the AMRDEC generated email that shows the time and date of the uploaded file will be used. (It should be noted that the CD must be received by the due date of the proposals also.)

L.II-Volume Organization, A- General

Page Allocations

The page allocations for Volume III seem to be inconsistent with “3. The page limitation for Volume III, Written Technical Proposal is 19 pages. The page limitations include any cover page, charts, graphs, drawings, diagrams, supporting illustrations, spreadsheets, etc., but excludes any table of contents or list of acronyms (if utilized). Offerors are cautioned that any pages that exceed the page limitations shall not be read but shall be removed and either retained in the contract file without being considered in the evaluation, or, sent back to the offeror.”

Will the Government please confirm that the proposal volume cover page is excluded from the 19 pages allocated for Volume III.?

ANSWER: The RFP will be amended to exclude the cover page from the page count.

L.II-Volume Organization, A- General, 2.

Formatting 2. Print shall be no smaller than a font size of 12. Paper size shall be 8 1/2” X 11,” excluding any drawings, diagrams, and/or supporting illustrations, spreadsheets, etc.

Will the Government allow Offerors to use a smaller but still legible point font for tables and graphics?

ANSWER: Yes, the RFP will be amended to add the following: Print shall be no smaller than a font size of 12. Times New Roman, Arial, or similar font preferred.

The font size shall be no less than 12 point except table cell, chart, graph or figure labels or text in tables, charts, graphs or figures shall be no smaller than 8 point.

Evaluation Basis For Award; D. Volume III, Subfactor 3: Written Proposal

Technical Capabilities response

“This subfactor is met when the offeror’s proposal clearly demonstrates an understanding of the requirements set forth in the PWS and adequately articulates their proposed approach for meeting all requirements set forth within the PWS.”

Besides the Life Cycle Management Plan, Integrated Master Schedule (IMS), and any functionalities that enhance the mission capabilities sections of the PWS, much of PWS requirements need to fit into the Technical Capabilities section with a 5-page limit at 12-point font.

Will the Government please increase the page limits for the Technical Capabilities for offerors to adequately describe our approach, or define which sections of the PWS offerors need to respond to within the Technical Capabilities section?

ANSWER: The page count will remain as stated in the RFP. The offeror is responsible for the articulating the proposed requirement IAW the Section L of the RFP IAW the entire PWS requirements.

Life Cycle Management Plan response

“A. Life Cycle Management Plan (5 Pages)- The offeror must submit a written plan for the sustainability of the installed systems throughout the life of the contract (5 years) to include all hardware, software and accessories.”

DD-1423 CDRL A005 indicates, “Block 12: Contractor shall submit Lifecycle Management Plan within 30 days of contract award.”

Is the required Subfactor 3 - Life Cycle Management Plan a draft to be presented within each offerors proposal to be revised and submitted within 30 days of award?

ANSWER: No, the Life Cycle Management Plan submitted with the proposal is not a draft to later be revised. Offerors will be evaluated on the Life Cycle Management Plan as part of the trade-off as stated in Section L. The Life Cycle Management Plan must be submitted with the proposal in accordance with Section L. This plan will be made a part of the contract upon award. CDRL A005 will be revised to reflect the annual submission as stated in PWS paragraph 2.7.5.

DD_1423_CDRL_A004 indicates, “Block 12: Final IMS is due 10 business days after post award orientation meeting.”

Is the Integrated Master Schedule (IMS) a draft to be presented within each offerors proposal to be revised and submitted within 10 days after post award orientation meeting?

ANSWER: Offerors are to provide your Integrated Master Schedule (IMS), including details/plans for removal of legacy consoles and delivery and installation of new C2 Systems IAW Section L of the RFP with the proposal. This Schedule is just a part of the IMP and Execution IMS referenced in PWS paragraph 2.6. You are going to be evaluated on the schedule you submit with your proposal. This schedule is part of the trade-off as stated in Section M. The IMP and Execution IMS will be managed and used as a day to day execution tool and how progress is checked on meeting program requirements. The Execution IMS (which the schedule submitted with the proposal will be a part of) in CDRL A004 and the PWS shall include the activities of the prime Contractor and their major sub- Contractors. All Contractor schedule information delivered to the Government shall originate from the Execution IMS. The Contractor shall perform appropriate analyses of the Execution IMS tasks and report potential or existing problem areas to the COR and recommend corrective actions to eliminate or reduce schedule impact. Final IMS is due 10 business days after post award orientation meeting.

Proposal Evaluation

The cited Section/Subsection states “This subfactor is met when the offeror provides, with the proposal, self-certification that employees have Security Plus Certification and that all products are on the approved Products List (APL). Any proposal that does not include these certifications will be deemed unacceptable.”

Please confirm that specific, named personnel are not required to be evidenced within each offeror’s proposal.

ANSWER: Correct, the offeror will self-certify that the proposed employee shall have Security Plus Certification. No names are required.

Teaming Arrangements

Will the Government please clarify the requirements related to Teaming Arrangements?

ANSWER: Offerors should submit any teaming arrangement agreements with the proposal.

Subcontracting Plan

Section II. Volume Organization, A. General identifies “Subcontracting Plan if applicable” while Section II. Volume Organization, B. Completed RFP does not specify the detailed requirements of the Subcontracting Plan.

Will the Government clarify the detailed requirements for the Subcontracting Plan and any the small business subcontracting goals that must be addressed?

ANSWER: Offerors (if a large business) must submit a subcontracting plan with your businesses small business representation percentages utilized.

Section I

Clause Applicability

Solicitation Section L states "Offerors shall submit a subcontracting plan if applicable.

(All Large Businesses require a sub-contracting Plan)."

Solicitation Section M states “Attachment 2 is completed, joint venture agreements are completed, subcontracting plan is submitted and all “fill-in” clauses and provisions are completed as required.”

Solicitation Section I includes FAR 52.219-8, Utilization of Small Business Concerns.

FAR 19.702(a) contains requirements regarding subcontracting with small businesses and small business subcontracting plans. Specifically, FAR 19.702(a)(1) applies to this procurement, requiring submission of a Subcontracting Plan, while FAR 19.702(b)(1) exempts small businesses from this requirement. Further, FAR 19.708(b) requires insertion of FAR 52.219-9, Small Business Subcontracting Plan, in solicitations and contracts that offer subcontracting possibilities, are expected to exceed $700,000 ($1.5 million for construction of any public facility), and are required to include the clause at 52.219-8, Utilization of Small Business Concerns, unless the acquisition is set aside or is to be accomplished under the 8(a) program. However, it appears that FAR 52.219-9, Small Business Subcontracting Plan (Alternate II), is inadvertently omitted from the solicitation.

Will the Government confirm that FAR 52.219-9, Small Business Subcontracting Plan (Alternate II), is applicable to this procurement?

ANSWER: Yes. The clause 52.219-9 will be added to the solicitation by amendment.

13 General General SB Participation Plan

DFARS 215.304(c)(1) states “In acquisitions that require use of the clause at FAR 52.219-9, Small Business Subcontracting Plan, other than those based on the lowest price technically acceptable source selection process (see FAR 15.101-2), the extent of participation of small businesses… concerns in performance of the contract shall be addressed in source selection. The contracting officer shall evaluate the extent to which offerors identify and commit to small business performance of the contract.

Please clarify if a small business participation plan is required, and it so what are the evaluation criteria?

ANSWER: Offerors (large businesses) shall submit a sub-contracting plan with the proposal. The plan shall be submitted in Volume I and evaluated by the Contracting Officer and Small Business Specialist IAW FAR 19.705-4 to ensure it meets the necessary criteria of an acceptable Subcontracting Plan IAW FAR 19.704.

Please clarify, specifically, how the Small Business Subcontracting Plan will be evaluated.

ANSWER: The plan shall be submitted in Volume I and evaluated by the Contracting Officer and Small Business Specialist IAW FAR 19.705-4 to ensure it meets the necessary criteria of an acceptable Subcontracting Plan IAW FAR 19.704

Volume Organization

The instructions for Volume 1 indicate, “Offerors shall ensure that all clauses and provisions that require “fill-in” information are appropriately completed, including the proposed prices associated with the contract line items in the Schedule B of the RFP.

Assuming that “Schedule B” refers to Section B of the RFP_FA664319RA001 document, which contains the CLINs with unit pricing, then the instructions for E. Volume IV, Cost/Price Proposal are in conflict.

Will the Government please clarify what Schedule B refers?

ANSWER: Schedule B is the second page of the RFP, it is actually Section B. Any reference to “Schedule B” will mean Section B and will be stated as such in an amendment to the RFP.

Volume Organization

The instructions for Volume 1 indicate, “Offerors shall ensure that all clauses and provisions that require “fill-in” information are appropriately completed, including the proposed prices associated with the contract line items in the Schedule B of the RFP.

Assuming that “Schedule B” refers to Section B of the RFP_FA664319RA001 document, which contains the CLINs with unit pricing, then the instructions for E. Volume IV, Cost/Price Proposal are in conflict.

Will the Government please clarify whether the Government wants offerors to respond to Section B of the RFP_FA664319RA001 document in Volume I or Volume IV?

ANSWER: You will respond in Volume I with the filled-in RFP which will include Section B. Volume IV will include any cost information as well as Attachment 2, as referenced in paragraph E, Volume IV (4).

II. Volume Organization, E. Volume IV, Cost/Price Proposal states “All information relating to the proposed price must be included in the section of the proposal designated as the price/financial volume.”

Will the Government clarify if the completed Solicitation Section B shall be included within Volume I or, consistent with the instruction that all information relating to the proposed price must be included in the section of the proposal designated as the price/financial volume, if it the completed Solicitation Section B shall be included within Volume IV?

ANSWER: You will respond in Volume I with the filled-in RFP which will include Section B. Volume IV will include any cost information as well as Attachment 2, as referenced in paragraph E, Volume IV (4). (Note: This wording is included to keep any pricing information out of the technical volumes.)

The cited Section/Subsection states “Data beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your price position.”

Will the Government confirm that offerors are permitted to include as a component of proposal Volume IV, Cost/Price Proposal, a written Cost/Price Proposal Narrative providing a written description of the cost/price methodology?

ANSWER: Offerors may submit any cost/price related information necessary in Volume IV. However, providing pricing IAW Attachment 2 is all that is necessary.

Cost and pricing data is not required.

D. Volume III, Subfactor 2- Technical Capabilities-Oral Presentation

Orals and Demonstration

Subfactor 2 indicates, “The offeror must present an oral and functional demonstration that adequately demonstrates the proposed system meets the technical requirements, functionalities and performs at the capabilities outlined in the PWS.”

To meet this requirement, presenters typically present a PowerPoint slide deck during the Orals.

Does the Government require an orals PowerPoint slide deck that addresses all the requirements in the PWS and displayed/briefed during Orals?

ANSWER: Offerors are responsible for how to present the oral presentations, there is no set format other than demonstrating the required functionalities of the system in accordance with Section L. PowerPoint slides are at the offeror’s discretion.

Orals Submission

Is the orals presentation due upon down select/invitation to present, or upon date of presentation?

ANSWER: Upon receipt of an Offeror’s proposal, offeror will be provide a date and time for oral presentation.

Is the Government going to provide a flat screen TV or projector to display PowerPoint slides during the oral and functional demonstration?

ANSWER: A conference room with ability to display powerpoint slides will be made available at the time of presentation.

Will the Government please clarify if the proposed solution shall include the functionality of integrating with newer Ultra-High Frequency/Very-High Frequency (UHF/VHF) radio technology such as the Army- Navy/Portable Radio Communications (AN/PRC) 117G Multiband radio or if the proposed solution shall merely be capable of integrating with newer Ultra-High Frequency/Very-High Frequency (UHF/VHF) radio technology such as the Army- Navy/Portable Radio Communications (AN/PRC) 117G Multiband radio?
