Questions and Answers Enterprise C2 Systems Services

3 May 19

1. As we began our review of the Draft solicitation documents, we noticed that the four attachments at the end of the PWS are not accessible; there are no links. Please provide the four PWS Attachments at your earliest convenience so we have time to review them prior to questions being due.

ANSWER: The attachments were posted on FedBizOps 23 Apr 19 and will be posted with the RFP.

2. Ref Q&A 6. PWS, Page 3, Paragraph 1.2.4. UPS Systems. Will the 24hr run time requirement be reduced for facilities/systems with generator backup available? Providing 24 hr.

runtime support will require large UPS units (and associated power circuits to feed them) depending on power loads/use of the systems.

ANSWER: The Government has revised this requirement. The rated run time for UPS shall be at least 2 hours. Each vendor should provide the Government its best possible solution.

FOLLOW UP: Please clarify / define expectations on providing HVAC requirements.

ANSWER: The Basic Thermal Unit (BTU) output of the equipment for your solution is needed to insure proper HVAC is in place to meet operational requirements for the new system.

3. Ref Attachment 1 Base Locations Installs and Removals: Please clarify the difference between Replaced Consoles Qty 108 and Removed Consoles Qty 104. It would seem that these quantities should match.

ANSWER: The difference is a result of A3 establishing a standard configuration for all AFRC Command Posts.

4. I have reviewed the documents and it appears the four imbedded attachments in the Draft_Console_PWS_15_April19.pdf cannot be downloaded and opened. Can you please post these attachments?

ANSWER: The attachments were posted on FedBizOps 23 Apr 19 and will be posted with the RFP.

5. I just would like to briefly reach out to you regarding ENTERPRISE COMMAND AND CONTROL (C2) SYSTEM services required to replace and sustain Air Force Reserve Command (AFRC) Command and Control (C2) systems issued under FA664319RA001. According to the draft RFP issued April 19, the period of performance is base year with 5 option periods.

However, according to the Q&A, the POP is base with 4 option periods. I was hoping to learn which is the correct one?

ANSWER: Yes, the requirement is a basic and 4 annual option periods. The 5th CLIN you see is actually the short option and is only for 6 months. We have to evaluate in case we would need to exercise but we do not go in anticipating exercising this short option. See clause 52.217-8 in the RFP.

6. I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If there is an incumbent, could you please provide the contract or task order number?

ANSWER: This is really a new requirement since this is a total replacement. The current consoles to be removed are old Siemens (now Unify) consoles.

7. Section M: / E. Cost/Price Proposal Factor Question: Can you provide more information on calculation on the evaluated pricing. What formula you are using to calculate, etc.

ANSWER: There is no formula. It is simply multiplying the quantity x the unit price to calculate the total evaluated price.

8. Section 1.2.4: UPSs rated for 24 hour runtime would be physically very large and impractical to install in typical console furniture. Additionally, they will be very costly to the government.

Can you please confirm that UPSs need to be provided with all consoles and hosts and that a 24 hour runtime is required. Alternatively, would the government consider a more conventional runtime of 20 minutes

ANSWER: The Government has revised this requirement. The rated run time for UPS shall be at least 2 hours. Each vendor should provide the Government its best possible solution.

9. Section 1.2 and 1.2.6: Regarding “Hotlines” and “Direct Lines”. Is it the intent that the proposed solution include terminating these lines locally at each of the 19 bases or will these lines be aggregated by the government and delivered at the two host locations via SIP connection?

ANSWER: Communication to the two AFRC host locations will be accomplished with SIP trunks.

10. Section 1.4: Can you please expand on what is meant by “visual message waiting indicator (on phone)”?

ANSWER: The Government has removed this requirement.

11. Section 1.2.2: Regarding “The Contractor shall include the installation or integration of a conference capability for this system. The Contractor should provide a solution that will conference a minimum of 30 participants and a minimum of 10 conference lines..” is it correct to interpret this to mean “30 participants each on a minimum of 10 concurrent conference sessions”?

ANSWER: Yes.

12. Section 1.2.3: Regarding radio integration with newer Ultra-High Frequency/Very-High Frequency (UHF/VHF) radio technology such as the Army- Navy/Portable Radio

Communications (AN/PRC) 117G Multiband radio. Will the vendor need to provide all radios specified, or will there be any Government Provided Equipment, such as for the AN/PRC 117G Multiband radio?

ANSWER: No, the vendor does not need to provide any radios. The radios are currently in place at each location.

13. Combined Questions and Answers #53. Regarding Section 1.2.3. Answer states, “The vendor should provide at least one interface per workstation for UHF, VHF, HF, and LMR radio systems.” Please clarify the answer. Does the vendor need to provide the radios, or the connector?

ANSWER: The vendor needs to provide the Government a connector that is compatible with radios.

14. PWS Page 2, Section 1.2. Installation of New Systems, line 12-The C2 system shall include a VoIP capable dispatch capability, crisis management dispatch, and other associated telecommunications hardware and software. Question: Please further describe the dispatch operations.

ANSWER: Dispatch operations refers to telephone conferencing.

15. PWS Page 4, Section 1.4. Required Features/Functions, line 11-Capability to monitor phone/radio communication of all workstations Question: Can AFRC please describe the operational concept – is AFRC including the monitoring of all sites phone / radios and workstations from AFRC HQ?

ANSWER: Each console position must be capable of monitoring at each respective location, not by HQ AFRC.

16. PWS Page 2, Section 1.2 Installation of New Systems, line 10-Voice over Internet Protocol (VoIP) Question: Can the AFRC provide clarification on how the telephony side of the solution will connect to the base PBX and PSTN?

ANSWER: AFRC host bases will utilize Session Initiation Protocol (SIP) lines for telephony requirements. AFRC can’t speak for tenant location bases, but Air Force Unified Communications (UC) policy directed all AF installations employ Voice over Internet Protocol (VoIP) systems for telephony requirements which utilize SIP lines. PWS has been revised.

17. Attachment 1 Required Capabilities, Line 7 1. Multiple telephone line capacity Call Memory Question: Can AFRC provide a definition for Call Memory?

ANSWER: This is synonymous with Caller ID.

18. Attachment 1 Required Capabilities, Line 7 1. Multiple telephone line capacity Privacy call capabilities Non-recorded line Question: Can AFRC provide a definition for Privacy Call capabilities and Non-recorded line?

ANSWER: The vendor shall provide the Government an option that allows for a user to select if the calls should be private/non-recorded. Each vendor should provide the Government its best possible solution.

43. Reference PWS, 1.2. Since these are C2 systems, can the government delineate the edge site survivability requirements in the case that the enterprise sites are inoperable or not reachable by the edge site?

ANSWER: AFRC is implementing a high availability, active-active datacenter mesh between Robins and Dobbins. Bases can—when implemented (estimate Dec 2019)—communicate with either Robins or Dobbins for continuous operations. However, AFRC utilizes the wide area network provisioned by DISA and can’t guarantee that either Robins or Dobbins will be always available. Generally speaking, the availability of either site is in the high 90% range.

a. 1. Are the bases to maintain autonomous operation to connected Radio and phones at all times (i.e., during potential 10% network outages to the two centers)?

b. 2. Does the 90% availability to either Robbins or Dobbins apply to both sites simultaneously or does it mean that there is 100% network availability to one or the other center at all times?

ANSWER:

a. Yes

b. It means that there is 100% network availability to one or the other center at all times.
