This firm fixed-price contract requires contractors to demonstrate relevant experience within the past five years with a minimum contract value of $150,000, possess a valid Special Waste Management Company certificate, and comply with German environmental regulations including BayAbfG and LAGA standards. The work involves comprehensive environmental testing for contaminants including PFAS, petroleum ether, heavy metals, and other substances to determine proper disposal classification. The procurement will utilize a Lowest Price Technically Acceptable (LPTA) evaluation methodology to determine the successful offeror. Based on the most recent amendment, the solicitation due date has been extended to May 27, 2025 at 10:00 AM Central European Time, with all proposals required to be submitted electronically through the SAM.gov platform.
This opportunity is set aside exclusively for Women-Owned Small Business (WOSB) concerns and falls under NAICS code 237110 for Water and Sewer Line and Related Structures Construction. The scope of work encompasses multiple military installations within USAG Ansbach including Katterbach, Bismark Kaserne, Bleidorn Barracks, Barton Barracks, Urlas Area, Shipton Area, and Storck Barracks. Annual sludge removal quantities include approximately 135 tons of slightly contaminated sludge and 60 tons of highly contaminated sludge, with additional requirements for specialized vacuum truck services and environmental sampling. While specific contract values are not disclosed in the solicitation documents, the contractor must provide comprehensive waste management services including transportation to certified disposal facilities based on contamination levels determined through required testing protocols.
