This solicitation seeks contractors to provide emerging environmental requirements acquisition services including munitions response, environmental compliance and remediation, and other munitions-related services. The Department of the Army Corps of Engineers Engineering Support Center Huntsville seeks to procure these services to safely locate, identify, recover, assess, package, transport, manage and dispose of munitions and explosives of concern, chemical warfare material and hazardous waste at active defense sites, formerly used defense sites and other federally controlled sites throughout the United States and its territories. Contractors must have experience performing military munitions response programs and environmental compliance and remediation services. Proposals are due by November 12, 2020 and will be evaluated based on technical qualifications, past performance and price.

Services will support various Department of Defense commands and installations and other federal agencies over a 10-year period with a maximum contract value of $500 million to be awarded through indefinite delivery/indefinite quantity task orders. Work will involve project planning, assessments, investigations, engineering evaluations, remedial actions, monitoring, data management and logistical support at sites across the United States, Alaska, Hawaii and U.S. territories with the primary place of performance in Huntsville, Alabama.

The objective of this Multiple Award Task Order Contract (MATOC) is to procure the services of Contractor to perform Military Munitions Response Program (MMRP) responses involving conventional munitions and chemical warfare materiel (CWM); Environmental Compliance and Remediation Services (ECRS); and Other Munitions-Related Services (OMRS), as necessary to enable lands and waters to be safely and efficiently used for their intended purpose.
This work may occur at sites located throughout the United States, including Alaska and Hawaii, the U.S. territories, U.S. territorial waters and outlying areas as defined by FAR 2.101. The services provided under this contract will be used in support of various Department of Defense commands and installations and other federal agencies.
The Contractor services will include safely locating, identifying, recovering, evaluating, assessing, packaging, transporting, managing, and making final disposition, as required, of Munitions and Explosives of Concern (MEC), CWM and Hazardous, Toxic and Radioactive Waste (HTRW) at or adjoining various active defense sites and formerly used defense sites, as well as other federally controlled/owned sites. Work performed under this contract may include project planning, assessments, inspections, surveys, investigations, studies, engineering evaluations, cost analyses, remedial or removal actions, spill response, sampling and analysis, engineering containment and filtration, recovery, storage, transportation, and disposal including but not limited to Investigation Derived Waste (IDW), MEC, Munitions Constituents (MC), and HTRW; monitoring, data management, training, permitting, public involvement, and logistical, medical, and security support. In addition, for OMRS the work may also include anomaly avoidance, incidental construction support, and range clearance. Work efforts may include the use of robotic or innovative technology where feasible and practical. Also, CEHNC anticipates minimal construction (less than $2M). Site specific services and task will be identified at the task order level.
