About this opportunity
This pre-solicitation notice announces the Department of the Army Corps of Engineers Engineering Support Center Huntsville's intent to award an Indefinite Delivery Indefinite Quantity Multiple Award Task Order Contract to support emerging environmental requirements. Services will include safely locating, identifying, recovering, evaluating, assessing, packaging, transporting, managing, and disposing of munitions and explosives of concern, chemical warfare materiel, and hazardous waste at active defense sites and formerly used defense sites throughout the United States, including Alaska, Hawaii, and territories. Awards will be made without discussions to all offerors receiving a rating of at least acceptable for the technical approach and small business participation plan factors, and satisfactory confidence or neutral confidence for past performance. The deadline for questions is August 20, 2020.
The contract has no set-aside designations. It is intended to have a total aggregate capacity of $49 million shared amongst all awardees, with both firm fixed price and cost plus fixed fee task orders. The average task order size is expected to be $4.2 million. The base period of performance is one year with one option year. Awards will support sites under NAICS code 562910 and PSC code R699.

This pre-solicitation notice is posted to publicize the Government’s intent to issue a MATOC to large and small business concerns who exhibit the required technical capabilities, management capabilities, past performance, and reasonable and realistic pricing. The intent is to award an IDIQ for $49M with a twelve month base period and one twelve month option period. This contract is intended to support sites located throughout the United States, including Alaska and Hawaii, the U.S. territories, U.S. territorial waters and outlying areas as defined by FAR 2.101.
