The Department of Health and Human Services (HHS), Assistant Secretary for Preparedness & Response (ASPR), Office of Resource Management, Contracting and Grants, Washington, D.C., has a requirement for Emergency Response Support Services, (ERSS).
The nature and scope of ASPR's Emergency Response Support Services, (ERSS) requirement is contingent on the location of major disasters and the need for ASPR disaster recovery assistance. The offeror will be expected to be capable of deploying staff experts in emergency management anywhere in the Continental United States, Outside the Continental United States, U.S. Territories (CONUS and OCONUS) and Other Host Nations, for several weeks to months at a time. The offeror shall describe its experience on directly related or similar contracts it has held within the last five out of seven years from the date of the solicitation which are similar scope, magnitude and complexity to that which is detailed in the SOW. It is essential that the offeror has extensive experience in emergency management.


The NAICS Code for this requirement is 624230 Emergency & other relief services. The business size standard is $32.5M size standard in millions of dollars. The product code is R429, Support-Professional: Emergency Response/Disaster Planning/Preparedness support.


This RFP is solicited as a single Indefinite Delivery Indefinite Quantity (IDIQ) award for a base period of twelve (12) months with four (4) twelve (12) month option periods. The contract type will be a Fixed Firm Price (FFP) base IDIQ (for labor categories only) and FFP, Time & Materials (T & M) or Labor Hour (LH) task orders.


This requirement is solicited as unrestricted. The solicitation will be issued as a Request for Proposal (RFP) utilizing Federal Acquisition Regulation, Part 15, Contracting by Negotiation.
Award will be made based on the Government's determination of best-value, using tradeoffs, in accordance with FAR Part 15.101-1. Evaluation Factors other than cost or price, when combined, are significantly more important than Price. This trade off allows the Government to accept other than the lowest price proposal or other than the highest technically rated proposal. Each non-priced evaluation factor listed is of equal importance. Although the non-cost factors are each more important than price, the importance of price as a factor will increase as the non-cost factors of the proposal become closer in merit. The government reserves the right to award without discussions. If discussions are deemed necessary and are held, the Government may establish a competitive range comprised of all of the most highly rated proposals, unless the range is further reduced for purposes of efficiency. The government anticipates selecting the best suited contractor from initial responses, without engaging in exchanges with offerors. Offerors are strongly encouraged to submit their best proposals in response to this RFP.


There are three scenarios in Attachment 8 that the contractors have to provide responses to and will be evaluated on.


Offerors wishing to submit a proposal are responsible for downloading their own copy of the RFP and for frequently monitoring the site for any amendments. Offerors must be currently registered in the System for Award Management (SAM). Offerors not submitting a fully completed proposal will be considered non-responsive and will not be considered for award. The solicitation number for this requirement is 75A50119R00029.
