About this opportunity
NASA Johnson Space Center seeks a worldwide medical evacuation and medical travel services contractor for NASA Human Spaceflight Mission Directorate personnel and identified independent travelers on a firm-fixed-price prepaid membership basis, with proposals due September 18, 2026 at 12:00 PM CT. This is a recompete of the incumbent Medevac 4 contract (80JSC021PA007); the government intends to make a single award on an all-or-none basis without discussions.
Place of performance is worldwide, with administrative oversight at Houston, TX 77058. The contract period runs October 1, 2026 through September 30, 2029 (base), with two optional one-year extensions through September 30, 2031. The NAICS code is 621910 (Ambulance Services); the small business size standard is $22.5 million in revenue.
The contractor must deliver comprehensive worldwide medical travel services including transportation to appropriate medical facilities, pharmacy assistance, medical monitoring, medical translation, hospital coordination, Guarantee of Payment services, and repatriation of remains. Air ambulance medical evacuation services must meet CAMTS, NAAMTA Global, or EURAMI accreditation standards (may be satisfied through subcontractors or teaming partners, with prime demonstrating quality assurance). All aircraft must comply with 14 CFR requirements and the contractor must maintain a documented Safety Management System per ICAO standards. Medical evacuation decisions are made jointly (50/50) by NASA and the contractor applying U.S. standards of medical care. The contractor must establish GOP advance service agreements with specified Russian and Kazakhstani medical facilities within 60 days and provide medevac plans for Moscow, Baikonur, Karaganda, Nordwijk, Montreal, Tsukuba, and Tanegashima.
Pricing is firm-fixed with three components: prepaid group membership covering 60,000 travel days for the base period and 20,000 annually for options; optional delta pricing for Portable Medical Isolation Unit coverage; and per-occurrence reservation and call-up/execution fees for Soyuz landing medical transport backup. For Soyuz operations, the contractor must have aircraft on-ground, fueled, crewed, and mission-ready approximately six hours of an execution order, with NASA ordering reservations at least 10 days in advance.
Proposals must include technical capability responses addressing worldwide service capabilities, transportation assets, pilot credentials, medical service capabilities, quality assurance programs, and responses to four medical scenario questions. Technical capability and price are equally weighted evaluation factors; proposals rated unacceptable for technical capability will not receive price evaluation. Questions deadline is September 3, 2026 at 4:00 PM CT. Offerors must acknowledge Amendment Nos. 1, 2, and 3 in their responses.
