A) A 37-year old female NASA sponsored traveler is at Baikonur Cosmodrome, Kazakhstan. Early in the day, her husband launched aboard a Soyuz headed to the space station. She is 22 weeks pregnant and she develops abdominal pain and vaginal spotting. Local medical capability cannot provide appropriate care for her. NASA has a physician onsite supporting her. The patient is stable and has been cleared by the NASA physician for medevac. Her 12-year old daughter is also present at Baikonur. The NASA COR contacts you requesting urgent medical evacuation. The patient is requesting transportation to the University of Texas Medical Branch (UTMB) Hospital in Galveston, Texas where her OBGYN doctor will see her. She also insists on having her daughter and the NASA flight surgeon return on the same aircraft with her. How do you proceed from NASA notification through handover to UTMB?

B) A 48-year old NASA astronaut is performing a Soyuz landing training session at a remote field site 50 miles due east of Dzhezkazgan, Kazakhstan. During this training, the astronaut is noted to have atrial fibrillation. The astronaut is placed on rate control medication and anticoagulant. The accompanying NASA flight surgeon determines the astronaut is stable but requires return to the Cleveland Clinic in Cleveland, Ohio for appropriate care. At this point NASA notifies the Contractor with the request along with the latitude and longitude of the astronaut and NASA flight surgeon. How do you proceed from NASA notification through handover to Cleveland Clinic?

C) A Soyuz flight is scheduled to land two days from now with a 45-year old NASA astronaut on board. NASA has exercised the option for a reservation for medical transport via air ambulance for transfer of the astronaut back to Houston, TX. The NASA COR contacts the Contractor with 40 hours remaining before the Soyuz landing, notifying your company that the NASA GV aircraft has experienced a mechanical problem and the MedEvac 5 call up for the medical transport via air ambulance is required. How do you proceed from NASA notification through handover to NASA at Ellington Field in Houston, TX?

D) A previously healthy 51-year old female NASA employee is on NASA travel in Star City, Russia. She is walking to a restaurant for dinner with colleagues and takes a fall injuring her knee. She has trouble walking with severe pain. She is taken to a local hospital where it is determined that she does not have a broken leg but does have a severe sprain with the possibility of torn ligaments. The NASA COR contacts the Contractor requesting urgent assistance with a need for medical support and return home. The hospital will not discharge her until the hospital fees are paid, but she is traveling solo and the hospital will not accept her form of payment (US credit card and US insurance). How do you proceed from NASA notification through her return to Houston, TX?

Additional Information:

Travel Days The values in the Number of Travel Days columns in Section B Tables 1a and 1b represent the cumulative number of travel days covered across all travelers in the contract period specified in that row. For example, 3 travelers attending meetings in Moscow, Russia for 5 days would equal a total 15 travel days. These travel days do not include the travel of NASA identified independent travelers covered by Section B Tables 2a. and 2b.

Accordingly, the Contractor is expected to cover 60,000 travel days for the Base period of performance under the resulting contract, and 20,000 travel days per year for each of the remaining Option periods, if exercised.

Below is a list of critical documents to review to understand the actual usage of the previous contracts. Please review these attachments carefully to best understand the requirements of this procurement.

1. Russia and Kazakhstan Medical Facilities - Describes the known hospital and medical facilities most likely to be used by NASA to support a medical situation during NASA operations in Russia and Kazakhstan. This does not preclude other solutions provided by the Contractor.

2. NASA Historical Travel Data - FY21 - FY25 - States the cumulative number of international travel days broken out by year from 2021 through 2026. The total number of travel days was approximately 35,675 and the total number of countries visited during this time has been approximately 61 countries.

3. NASA Actual Incidence Data - 2011 - June 2026 - Shows how many medical incidents NASA/JSC reported to the Contractor over the past 15 years. During these 15 years, there were 13 relevant cases requiring contractor support. There were no Level 4 incidents, which required air ambulance transport.
