About this file

This document is a pre-decisional, internal-use risk assessment presentation from NASA's Johnson Space Center on medevac likelihoods under the Mission Technical Integration Contract (MTIC) program. The analysis updates a 2020 study (ISSPRA-20-38) regarding medical incidents requiring evacuation services for NASA employees and dependents traveling on official business outside the United States.

The assessment is based on medevac data collected by the JSC International Travel Office and External Integration Office covering July 2014 through early September 2020 and October 2020 through July 2026. The analysis examined 13 medical incidents classified by severity level: Level 1 (minor incidents), Level 2 (professional medical care locally without US transport), Level 3 (surgery or commercial flight to US), and Level 4 (air ambulance for critical emergencies). Results from the six Level 1 incidents, two Level 2 incidents, and five Level 3 incidents (with no Level 4 incidents) are presented as incident likelihood per travel day. The document provides statistical ranges with 5th percentile, mean, and 95th percentile values for each severity level, including an overall likelihood for all levels combined at 1 in 6,600. The analysis explicitly notes this represents internal NASA risk assessment data and should not be construed as NASA requirements or future needs predictions, nor should it replace offerors' own risk assessments.

Background

• In 2020, ISS PRA prepared an analysis of Medevac Likelihoods (ISSPRA-20-38)

– Medevac services are made available to employees/dependents that need medical care while on official travel outside the United States

• Whenever a medical issue happens to someone on travel requiring Medevac services, a record of when the issue happened and severity level is kept

– Severity type can provide an idea of how complex treatment may be and are as follows:

• Level 1: Minor incidents

• Level 2: More involved incidents that require professional medical care in a hospital/clinic but can be treated locally without transport to the US

• Level 3: Incidents requiring surgery or commercial flight to the US

• Level 4: Air ambulance transport for critical emergencies

• NASA requested an updated analysis of how likely medical events were to happen based on actual data from the last several years

Assumptions

• This analysis is based on data provided by:

– The JSC International Travel Office for approved travel between July 2014 through early

September 2020 AND October 2020 through July 2026 (JSC only)

– The External Integration Office (OX) for medical incident data (JSC only)

• Only completed and authorized trips were used in the analysis

• There were a total of 13 medical incidents during this time:

– Six Level 1 incidents, two Level 2 incidents, five Level 3 incidents, no Level 4 incidents

– Note that several incidents were given a different severity level than in the 2020 analysis

• Results are given in terms of incident likelihood per travel day

– A travel day is one day for each person traveling; if several people are traveling on the same calendar day then that calendar day includes several travel days
