About this opportunity

The Defense Health Agency's Managed Care Contracting Division issued a sole-source task order under Blanket Purchase Agreement HT9402-22-A-0001 to provide emergency medical evacuation (MEDEVAC) services for a Department of Defense civilian requiring transport from Daegu, South Korea to Kansas City, Missouri. The procurement was justified under FAR 6.302-2 (Unusual and Compelling Urgency) because the critical medical emergency necessitated immediate action without opportunity for full and open competition, as any delay could have seriously injured or endangered the patient's life and health. The contract was awarded to International SOS, the sole provider with comprehensive capability to deliver integrated MEDEVAC services including aircraft chartering, medical personnel, ground transportation, and operations across over 240 countries with necessary landing permits and credentials. The task order was placed on February 3, 2026, with the actual emergency medical evacuation services completed on February 8, 2026, utilizing an air ambulance and ground transportation with full medical support and equipment during transport. While the specific contract award value is redacted in the available documentation, the award was based on the highest of four initial quotes submitted by the contractor on January 29, 2026, with an updated quote for actual costs provided on February 4, 2026.
