About this opportunity
The Department of the Navy's Military Sealift Command anticipates procuring medical advisory and medical directed transportation (MEDEVAC) services with no set-aside used, and the notice's due date is October 30, 2026. The services cover 24/7 medical advisory support and worldwide patient transport for personnel on more than 110 maritime vessels, including Government Operated ships crewed by Civil Service Mariners, prepositioning units, and MSC employees on official orders. Work is performed worldwide, with the majority at the contractor's facility, which must maintain 24/7 communication with ships at sea and a consulting physician. MEDEVAC transport may occur globally across MSC's five geographic area commands (Atlantic, Pacific, Europe, Middle East, and Far East).
Key personnel must be licensed, board-certified physicians in Emergency Medicine, Internal Medicine, or Family Medicine with travel medicine experience, and in-flight medical personnel must be licensed or certified in their originating country. The contractor must hold an active ISO 13131 certification for telehealth services, ensure HIPAA compliance, and comply with FAR clause 52.222-50. Advisory requests require a response within five minutes, and encounter reports are due within 24 hours. Emergency MEDEVAC coordination begins within 12 hours of request and initiates within one calendar day, with cases involving danger to life, limb, or eyesight handled immediately.
The contract is five years (April 1, 2028 through March 31, 2033) plus one six-month option period, firm-fixed-price. The estimated workload is approximately 450 medical advisory cases and 3 MEDEVAC cases annually, based on historical data.
A Sources Sought notice under NAICS 621910 with a $22.5 million size standard requested capability responses by 5:00 PM Norfolk time on September 10, 2026, sent to ryan.e.greer.civ@us.navy.mil and jordan.r.castellat.civ@us.navy.mil.
