About this file
This document is a Justification and Approval (J&A) for Sole Source Procurement under the Simplified Acquisition Test Program for emergency Medical Evacuation (MEDEVAC) services. The Department of Defense Education Activity (DoDEA) required urgent MEDEVAC services for a DoD civilian located in Daegu, South Korea, necessitating transport to Kansas City, Missouri. On January 29, 2026, the Contracting Officer was contacted to provide assistance, and ISOS Government Services (ISOSGS) was identified as the sole provider capable of delivering the required services through an existing Blanket Purchase Agreement (BPA) HT940221A0001.
The contract action was placed as Task Order HT940226F0002 to the BPA on February 3, 2026, based on the highest of four initial quotes submitted by ISOSGS on January 29, 2026. An updated quote for actual costs was provided on February 4, 2026. On February 8, 2026, ISOSGS completed the MEDEVAC services, providing an air ambulance from Daegu to Kansas City with ground transportation to the medical facility, including medical personnel and equipment for patient care during transport. The procurement was justified under FAR 6.302-2 (Unusual and Compelling Urgency) because the emergency nature of the medical need precluded full and open competition without seriously injuring the patient's life and health. Market research conducted in September 2023 and August 2023 confirmed that ISOSGS is the only company with the comprehensive capability to provide integrated MEDEVAC services including aircraft chartering, medical support, ground transportation, and services in over 240 countries with necessary landing permits and credentials. The sole source contractor is International SOS, located at 3600 Horizon Boulevard, Suite 300, Trevose, PA 19053, contact Jeffrey Syracuse at (267) 907-6316 or Jeffrey.Syracuse@internationalsos.com.

7. Actions to Increase Competition:
This action was completed as an emergency action and there was no time to time to compete this action. The Contracting Officer has and will continue to pursue other companies who can provide similar services as ISOSGS. Market research is ongoing throughout the year through various other contract actions. All of which reveal that no other company can provide the comprehensive services that ISOSGS provides, which includes charting aircraft suitable for medical transfer, providing medical services during transport, and providing ground transportation to and from the aircraft. If another contractor is found to be able to provide these services, they will be considered for a future agreement.
8. Market Research:
Market research is an ongoing effort to help increase competition. In September 2023, a Request for Information was posted to SAM.gov requesting information/sources for a specific patient movement military exercise involving MEDEVACs for OCONUS to CONUS locations. While market research was received from other companies, ISOSGS was the only company with a past performance history of moving patients. Other companies might be able provide just the air or ground transportation but cannot provide the other coordinating activities that go along with a MEDEVAC. ISOSGS often provides specific medical supplies and personnel to monitor patient health. ISOSGS also has capability and landing permits established in over 240 different countries and territories throughout the world. ISOSGS also provides translator, medical document collections and patient liaison services specific to each territory.
In August of 2023 a Notice of Intent was issued for a requirement seeking sources capable of providing medical support services to DoD Civilians located in Japan. This included MEDEVACs as part of the requirement. There was only one response. From ISOSGS.
9. Other Facts:
The TOP 21 contract HT940220D0002 is an existing contract between the DHA and ISOSGS for similar services. DHA considered using the current TOP contract with ISOSGS. However, due to the patient being a DoD civilian employee, they are in-eligible to receive services under the TOP contract.
10. Interested Sources:
The only source capable of satisfying the current requirement within the schedule parameters is the following contractor:
