About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis issued Amendment 01 for the Building 246 Elevator Modernization solicitation (W91QF426BA011), a total small business set-aside, with bid opening on September 15, 2026 at 2:00 PM CST. The amendment extends the response deadline from September 8 to September 15, 2026 and revises the delivery schedule from 200 calendar days to 300 calendar days post-award. Offerors must acknowledge receipt of this amendment prior to bid opening using the specified methods outlined in the SF 30.
The project entails complete demolition and replacement of the existing elevator in Building 246 at Fort Leavenworth, Kansas with a new in-ground hydraulic passenger elevator system. The new elevator must deliver 4,500 lb capacity, three front openings, 24'3" travel height at 100 FPM, minimum interior dimensions of 5'4" deep by 7'9" wide, and comply with ANSI A17.1-2016, NFPA 13, NFPA 72, UFC 3-600-01, and IBC Chapter 30. Work includes soil testing, hoist way and pit modifications, underground jack installation, construction of an 8'x 9' equipment room, fire sprinkler and alarm system modifications with bottom-of-pit sprinkler and smoke/heat detectors, HVAC mini-split installation with BAS monitoring, electrical upgrades including shunt trip breakers, LED lighting with emergency backup, and design submittals for all systems with seven-day Government review periods. The estimated project cost ranges from $500,000 to $1,000,000. Contractors must establish a project manager within ten days of award, submit a site-specific safety plan, maintain daily inspection reports, provide as-built drawings in AutoCAD or Revit, deliver operation and maintenance manuals in bound and digital formats, and achieve 60% waste diversion. The building is located in a National Landmark Historic District; interior modifications require Government approval but not National Park Service approval. Building 246 contains asbestos (black mastic on the first floor), and the contractor becomes owner of the existing elevator for disposal. Contracting Officer: Jennifer Walker at (520) 945-9613 or JENNIFER.S.WALKER12.CIV@ARMY.MIL.
