The procurement is set-aside for Indian Small Business Economic Enterprises (ISBEE) with a cascading provision to all small business concerns if insufficient competition or reasonably priced offers are received from the ISBEE pool.
Place of performance is the Mescalero Indian Health Center, Mescalero, New Mexico. The contractor must maintain certified elevator mechanics and comply with ASME A17.1/CSA B44 safety codes, OSHA regulations, and New Mexico elevator safety standards. Services cover one Dover elevator (Model EE1700, 2 stops) requiring monthly preventive maintenance and emergency, urgent, and routine repair services. Standard operating hours are Monday through Friday, 8:00 AM to 4:30 PM (excluding federal holidays), with 24/7 emergency response capability required. Emergency repairs require response within three hours; urgent repairs within six hours; routine service within one business day.
The NAICS code is 811310 with a $12.5 million small business size standard; PSC is 3960. The contract is firm-fixed price with Economic Price Adjustment for a one-year base period plus four one-year option periods. Pricing includes 12 monthly preventive maintenance visits and one repair/callback lot per contract line item. Service Wage Determination #1986-0117 (Revision 60) applies, establishing base wage of $55.72 per hour for elevator repairers plus fringe benefits totaling $16.375 per hour and additional allowances. Evaluation uses a best-value tradeoff approach prioritizing Technical Capability and Past Performance (combined as most important) over Price. Quoters must demonstrate minimum five years of experience and provide copies of current licenses and certifications. Stephanie Begay is the Contracting Officer, reachable at (505) 256-6750 or Stephanie.Begay3@ihs.gov.
