About this file
This is a Request for Quotation (RFQ) for elevator preventive maintenance and repair services at the Mescalero Service Unit of the Indian Health Service. The solicitation number is 75H70726Q00071, issued by the Albuquerque Area Indian Health Service on June 24, 2026, with quotes due July 13, 2026 at 5:00 PM Mountain Daylight Time.
The acquisition is set-aside for Indian Small Business Economic Enterprises (ISBEE) with a cascading provision to small business concerns if insufficient competition is received. The NAICS code is 811310 with a $12.5 million small business size standard. The contract type is firm-fixed price with Economic Price Adjustment (FFP-EPA) for a one-year base period (TBD/2026–TBD/2027) plus four one-year option periods exercisable at the Government's discretion. Services will be provided to the Mescalero Indian Health Center in Mescalero, New Mexico, covering one Dover elevator (Model EE1700, 2 stops) requiring monthly preventive maintenance and emergency/urgent/routine repair services. The pricing structure includes 12 monthly preventive maintenance visits and one lot for repairs/callbacks per contract line item (CLIN), with unit prices to be quoted by the contractor. Standard hours of operation are Monday through Friday, 8:00 AM to 4:30 PM, excluding federal holidays, with 24/7 emergency response capability required. The contractor must maintain certified elevator mechanics, comply with ASME A17.1/CSA B44 safety codes, OSHA regulations, and New Mexico elevator safety standards. Emergency repairs require response within three hours, urgent repairs within six hours, and routine service within one business day. Service Wage Determination #1986-0117 (Revision #60, dated June 06, 2026) applies. Invoices must be submitted electronically via the Treasury Invoice Processing Platform (www.ipp.gov), and the contractor must provide a W-9 form to the Division of Accounting Services. Evaluation will be conducted using a best-value tradeoff approach prioritizing Technical Capability and Past Performance (combined as most important) over Price, with quoters required to demonstrate minimum five years of experience and provide copies of current licenses and certifications. Stephanie Begay serves as the Contracting Officer and may be reached at (505) 256-6750 or Stephanie.Begay3@ihs.gov.

(A) Are □ are not □ presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;
(B) Have □ have not □, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a public (Federal, State, or local) contract or subcontract; violation of Federal or State antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property (if offeror checks "have", the offeror shall also see 52.209-7, if included in this solicitation);

(1) The tax liability is finally determined. The liability is finally determined if it has been assessed. (c) A certification that any of the items in paragraph (a) of this provision exists will not necessarily result in withholding of an award under this solicitation. However, the Government will consider the certification in connection with a determination of the Offeror's responsibility. Failure of the Offeror to furnish a certification or provide such additional information as requested by the Contracting Officer may render the Offeror nonresponsible.
(d) This provision does not require establishment of a system of records in order to render, in good faith, the certification required by paragraph (a). The knowledge and information of an Offeror is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.
(e) The certification in paragraph (a) of this provision is a material representation of fact upon which reliance was placed when making award. If the Government later determines that the Offeror knowingly rendered an erroneous certification, in addition to other remedies available to the Government, the Contracting Officer may terminate the contract resulting from this solicitation for default.

FAR 52.212-2 - Evaluation – Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a firm-fixed price purchase order (PO) resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors (listed in order of descending importance) shall be used to evaluate quotes:
1. Technical Capability
2. Past Performance
3. Price
(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoter’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. SECTION F - INSTRUCTIONS, CONDITIONS, AND NOTICE TO QUOTERS
EVALUATION (IHS SUPPLEMENTAL GUIDANCE)
(Supplementing FAR 52.212-2 and FAR 12.203) https://www.sam.gov/ https://www.hhs.gov/policies/hhsar/subpart352.html
Project Title Elevator Repair & Maintenance - MSU
Evaluation will be conducted in accordance with FAR Part 12 and FAR 52.212-2 using a comparative, best-value tradeoff evaluation.
Quotes shall be organized into three (3) volumes, plus required forms, as follows:
Volume 1 – Technical Qualifications Include the following:
• Quoter Name
• UEI Number
• Point of Contact (name, phone, email)
• A description demonstrating the quoter’s capability to perform all requirements in the Statement of Work (SOW)
• Copies of current licenses, certifications, and other credentials necessary to perform the required services
Evaluation Elements:
In evaluating Technical Qualifications, the Government will consider, at a minimum, the following:
• Demonstrated minimum five (5) years of experience in requested services.
• Ability to perform all deliverables and tasks outlined in the Statement of Work (SOW)
• Ability to perform emergency and urgent requests
The Government will assess strengths, weaknesses, and any risks associated with the quotation and determine the level of confidence in successful performance.
Volume 2 – Past Performance Past Performance will be evaluated based on the recency and relevance of prior contracts of similar scope and complexity.
• Recency: Contracts performed within the last 5 years
• Relevance: Similar scope and complexity
Provide up to five (5) recent and relevant contracts or jobs of similar scope. Include:
• Customer/organization
• Location
• Dates of performance
• Description of work
• Contract value (if available)
• POC name, phone, and email
In addition, IHS may evaluate:
• CPARS reports
• Other federal past performance records
• Subcontractor performance (IAW FAR 12.203(a)(2))
• Past performance information already known to the Government
A lack of past performance will not be considered negative. Past Performance confidence assessments will be considered in the best-value tradeoff in conjunction with Technical Qualifications and Price.
Volume 3 – Price Price will be evaluated for reasonableness, completeness, and balance using the unit prices submitted in the Pricing Table.
For evaluation purposes:
• The evaluated price will include the total price for the base period and all option periods.
Project Title Elevator Repair & Maintenance - MSU
• The Government may evaluate pricing for unbalanced pricing, including materially unbalanced unit prices or option period pricing.
• Prices shall be valid for at least 90 calendar days from the date of the quote submission.
The Government may consider whether the quoter’s pricing is consistent with the proposed technical approach and whether pricing presents a risk to successful performance.
The Government may reject any quotation with pricing that is incomplete, unbalanced, or inconsistent with the quotation’s technical approach.
Additional Required Documents
• Signed SF-1449 (first page only is acceptable).
• Signed IHS Buy Indian Act Indian Economic Enterprise Representation Form (IEE Form).
• Signed and acknowledged amendments, if any.
Award Decision Award will be made to the responsible quoter whose quotation conforming to the solicitation is determined to be most advantageous to the Government, price and other factors considered.
Technical Capability and Past Performance, when combined, are more important than Price. However, as quotations become more equal under the non-price factors, Price may become the determining factor for award.
The Government will perform a comparative evaluation of quotations and may select a higher-priced quotation if it is determined that the additional technical merit and/or past performance value warrants the additional cost.
The Government intends to award without discussions but reserves the right to conduct communications if determined to be in the Government’s best interest. The Government may conduct clarifications as necessary.
