About this file

This is a Quality Assurance Surveillance Plan (QASP) for elevator maintenance and repair services. The document outlines the Government's approach to monitoring contractor performance and ensuring compliance with a Performance Work Statement (PWS) through defined surveillance methods and performance standards.

The QASP establishes six primary performance objectives with specific standards and acceptance quality limits (AQL). Preventive maintenance must achieve 100% completion of monthly maintenance for each elevator, monitored through contractor-submitted logs and random inspections. Emergency response to entrapments or unsafe conditions must occur within 3 hours with a 95% AQL, verified through incident logs and service tickets. Urgent service calls require response within 6 hours (95% AQL), routine calls within 1 business day (95% AQL), and repairs must be completed within specified timeframes: continuous for emergencies, 24 hours for urgent work, and 72 hours for routine repairs (95% AQL). Documentation requires complete and accurate maintenance and repair reports submitted within 1 business day with a 100% compliance standard. Surveillance occurs monthly for preventive maintenance and as-needed for response and repair metrics, conducted by the Contracting Officer Representative (COR) through log reviews, work order tracking, and field inspections. Remedies for non-compliance include reperformance at no cost, corrective action plans, documentation in the Contractor Performance Assessment Reporting System (CPARS) for recurring deficiencies, and invoice withholding until documentation compliance is achieved.
