About this opportunity

The National Park Service Southeast Region is soliciting elevator inspection, maintenance, and repair services for two elevators located at the San Juan National Historic Site in Puerto Rico—a Schindler passenger elevator at Castillo San Cristobal Visitor Center and a freight elevator at Castillo San Felipe del Morro. The contractor must provide monthly preventive maintenance, visual and operational inspections, safety device testing, and 24/7 emergency response with acknowledgment within 60 minutes and on-site technician availability within two hours. Key requirements include compliance with OSHA standards, the Secretary of the Interior's Standards for Historic Preservation, and submission of a Safety Plan, maintenance schedule, O&M Manual, and technician training. Award will be made on a Firm-Fixed Price basis to the responsible offeror providing best value based on technical capability, past performance, and price. Critical deadlines include a mandatory site visit on March 19, 2026, questions due by March 25, 2026, and quotation submission deadline of April 10, 2026, at 5:00 PM Eastern Time.

This procurement is designated as a Total Small Business Set-Aside under NAICS 238290 with a $15 million size standard, requiring all offerors to be self-certified in SAM.gov. The incumbent contractor previously operated under Purchase Order No. 140P5420P0077. The contract includes a base year from April 20, 2026, through April 19, 2027, with four optional one-year renewal periods extending through April 19, 2031, plus an annual Not-To-Exceed repair pool of $20,000 for major parts replacement and repairs outside routine maintenance scope. All work must be performed at the San Juan National Historic Site in Old San Juan, Puerto Rico, during standard work hours of 7:00 a.m. to 3:00 p.m., Monday through Friday, excluding federal holidays. Offerors must submit completed SF 18 forms, pricing tables, technical approaches, past performance references, and company letterhead quotes, and must maintain a valid UEI number and active SAM registration.
