About this file
This is a Questions and Answers document (Part II) for Solicitation No. 140P5426Q0006 addressing clarifications on elevator maintenance and repair services at the San Juan National Historic Site in San Juan, Puerto Rico.
The document clarifies that offerors must base proposals on their own assessment of existing conditions for the American Cistern Elevator, as complete manufacturer and model information is not available; verification and documentation will be required during contract performance. All work must be performed at the San Juan National Historic Site location. The Government defines minor repairs as routine maintenance actions typically under approximately $1,000, while major repairs—those involving significant labor, major component replacement, or safety-related deficiencies—require prior Government approval and will be addressed under a Not-To-Exceed (NTE) repair Contract Line Item Number (CLIN). The contractor must respond to all emergency calls within two hours on-site, including after-hours, weekends, and holidays. The cost of initial inspection and documentation is included in the applicable monthly maintenance CLIN. Post-award submittals required include a maintenance plan and schedule, service personnel contact information, emergency response procedures, and documentation of initial inspection findings. The Government advises that the freight elevator is currently in poor condition and may require significant repairs, including safety-related components.

As a general guideline, repairs of relatively low cost and limited scope (typically under approximately $1,000) may be considered minor; however, this is not a strict threshold.
Repairs involving significant labor, major component replacement, safety-related deficiencies, or higher costs will be considered major repairs and shall be addressed under the Not-To-Exceed (NTE) repair CLIN, subject to prior Government approval.
The Government advises that the freight elevator is currently in poor condition and may require significant repairs, including safety-related components.
