About this opportunity
The Defense Information Systems Agency (DISA) is soliciting proposals for Electromagnetic Spectrum (EMS) Services, Applied Engineering, Spectrum, and Electromagnetic Environmental Effects (E3) Engineering Analysis Support through a Draft Request for Proposal (DRFP) issued on March 13, 2026. This is a request for information only, and the Government is seeking feedback from potential offerors prior to releasing the formal RFP. The procurement involves providing technical analysis support across eight primary task areas including EMC and E3 analyses, spectrum supportability risk assessments, equipment spectrum certification, spectrum measurement support, and spectrum standards support. Key requirements include that all work must be performed by U.S. citizens with appropriate security clearances, including personnel with specific qualifications such as a Program Manager holding a Bachelor's degree and five years of program management experience and a Senior Spectrum Engineer with a Master's degree in Electrical Engineering and eight-plus years of spectrum experience. The evaluation will employ a two-phase process: Phase One will assess prior experience and facilities clearance (with final Top-Secret with NATO access required by the proposal due date), resulting in an advisory down-select to approximately three offerors; Phase Two will evaluate technical and management approach through oral presentations and written proposals, along with pricing and past performance as a responsibility factor. Phase One proposals are due April 14, 2026, at 1:00 PM ET, with Phase Two activities scheduled for May 2026, and contract award targeted for no later than August 3, 2026.
This procurement carries no set-aside designation and is structured as a single-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract under NAICS code 541330 with a maximum ceiling value of $38,680,138 and a minimum guaranteed award of $500. The contract type will be hybrid, permitting Firm-Fixed-Price, Cost Reimbursement, and Cost-Plus-Fixed-Fee task orders, with pricing evaluated using fully-burdened fixed-price labor rates for five labor categories. The base ordering period is five years with a potential six-month extension, and work is scheduled to commence on August 3, 2026. Work will be performed primarily at DISA locations in Fort George G. Meade, Maryland and Annapolis, Maryland, with limited unclassified work permitted at contractor facilities; all classified work must occur at Government locations. Contractor personnel must maintain a Secret facility clearance minimum and comply with extensive security requirements including CMMC Level 2 certification, with facilities clearance to be verified prior to the Phase One proposal due date.
