About this opportunity

The Defense Information Systems Agency (DISA) is soliciting offers for Electromagnetic Spectrum (EMS) Services, Applied Engineering, and Spectrum and Electromagnetic Environmental Effects (E3) Engineering analysis support through an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The contractor will provide technical advice, E3 and spectrum engineering support services including electromagnetic compatibility analysis, radio frequency measurements, E3 training development, equipment spectrum certification, frequency band evaluation, and Host Nation approval assistance. Key requirements include a final Top-Secret facility clearance with NATO access from the Defense Counterintelligence and Security Agency at proposal submission, and performance of classified work exclusively at DISA facilities in Fort Meade or Annapolis, Maryland, with a maximum of four contractor seats available at the government site. The solicitation employs a two-phase competitive evaluation using a best-value trade-off methodology, with non-price factors (technical/management approach addressing EMC/E3 analyses, spectrum measurement support, management and staffing, and spectrum management) significantly outweighing price considerations. Phase One proposals are due no later than 1:00 PM ET on April 14, 2026, with up to three offerors receiving "High Confidence" ratings in prior experience and "Acceptable" facilities clearance ratings advancing to Phase Two, which requires oral presentations and price proposals due May 15, 2026, with anticipated award by August 3, 2026.

This solicitation contains no set-aside designations and does not identify any current incumbent contractors. The ID/IQ contract carries a maximum ceiling of $38,680,138 with a minimum guarantee of $500, covering a base ordering period of five years from August 3, 2026, through August 2, 2031, with a potential six-month extension option. Task orders under the contract will utilize any combination of Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), and Cost-Reimbursement (CR) contract types, with pricing submitted as fully burdened fixed-price ceiling labor rates for five labor categories (Senior Program Manager, Senior Principle Engineer, Senior Electrical/Electronics Engineer, Mid-Level Electrical/Electronics Engineer, and Entry Electrical/Electronics Engineer) evaluated under two scenarios. The primary place of performance is DISA facilities at Fort George G. Meade, Maryland (6910 Cooper Avenue) with limited local telework flexibility permitted for unclassified work, and secondary performance locations in Annapolis, Maryland. The NAICS code is 541330 (Engineering Services) with a small business size standard of $25.5 million in annual revenues.

Update #2 · Latest ·

The Defense Information Systems Agency (DISA) has a requirement for Electromagnetic Spectrum (EMS) Services, Applied Engineering, and Spectrum and Electromagnetic Environmental Effects (E3) Engineering analysis support. This Request for Proposal is to solicit offers for this requirement.

DISA Program Acquisition Executive (PAE) Transport requires technical advice, E3, and spectrum engineering support services.

The E3 and spectrum engineer support services will facilitate the coordination of electromagnetic compatibility standards, analyze equipment and systems for potential E3 problems, recommend solutions, perform radio frequency measurements, develop and conduct E3 training, assist the acquisition community with E3 assessments, provide assistance in acquiring Host Nation approval for equipment operation, and evaluate frequency bands.

The technical advice support services will include performing analyses on national and international EMS issues and providing technical advice to executive decision-makers on the technical viability of policy and implementation options.

The Department of Defense (DoD) Instructions 4650.01 and 3222.03 require DISA to provide spectrum and E3 engineering analytical support services to programs developed or sustained by the DoD Components, Federal Agencies, Non- Federal Government organizations, and to foreign entities when authorized by the DoD Chief Information Officer, the Chairman of the Joint Chiefs of Staff, or the Foreign Military Sales process through the Defense Security Cooperation Agency. Engineering support related to spectrum operations is an integral part of the overall information battlespace. It is essential that electromagnetic systems perform as expected to help achieve mission objectives in future operational environments.
