About this opportunity

The Defense Information Systems Agency (DISA) is seeking Electromagnetic Spectrum (EMS) Services Applied Engineering, Spectrum, and Electromagnetic Environmental Effects (E3) Engineering Analysis Support through a pre-solicitation notice issued on March 3, 2026. The procurement encompasses E3 and spectrum engineering support services, including analysis of equipment and systems for potential E3 problems, radio frequency measurements, E3 assessments, frequency band evaluation, Host Nation approval assistance, and technical advice on national and international electromagnetic spectrum issues. DISA's Program Acquisition Executive (Transport) will use this support to advise executive decision makers on the technical viability of policy and implementation options. The formal Request for Proposal (RFP) will be issued on or about March 31, 2026, and will remain open for 30 to 45 calendar days. This procurement is designated as a Single-Award, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to be awarded under FAR Part 15 using Full and Open competition. No set-aside designations have been applied to this opportunity. The contract falls under NAICS Code 541330 (Engineering Services) and PSC Code B544 (Special Studies/Analysis—Technology), indicating the specialized technical nature of the required services. Personnel supporting this contract must possess a Top-Secret clearance with NATO access, reflecting the sensitive nature of electromagnetic spectrum analysis and its implications for defense systems. The pre-solicitation notice does not identify any incumbent contractors, potential award values, or specific budget ranges, as these details will be provided in the formal RFP expected in late March 2026.
