About this file

This is a fixed-price labor rate pricing template and evaluation workbook for an IDIQ contract supporting Electromagnetic Spectrum (EMS) Services, Applied Engineering, Spectrum, and Electromagnetic Environmental Effects (E3) Engineering Analysis for the Defense Information Systems Agency. The workbook is designed for Phase 2 evaluation submissions and requires offerors to complete multiple tabs including labor rate build-ups for both Government and Contractor site locations, escalation rates for each performance period, and four pricing scenarios. The anticipated contract start date is August 3, 2026.

Offerors must populate the FP Labor Rate Build tabs with all indirect rate categories and formulas used to calculate fully loaded fixed-price labor rates for five labor categories: Senior Program Manager, Senior Principle Engineer, Senior Electrical/Electronics Engineer, Mid-Level Electrical/Electronics Engineer, and Entry Electrical/Electronics Engineer. Each labor category includes specific education and experience requirements ranging from Bachelor's degrees with 0-6 years of experience for entry-level positions to Master's degrees with 15+ years of experience for senior principal engineers. Offerors must provide escalation rates for Years 1-5 plus a 6-month extension period and complete scenarios evaluating labor costs at both Government site and Contractor site rates. The workbook prohibits use of hard numbers in rate build-ups and requires formulas in accordance with the offeror's cost accounting standards. The file contains proprietary pricing data that cannot be disclosed outside the Government except as permitted in a resulting contract award.
